The ball is a toy in GTA 5 and it can only be equipped by Franklin when he takes his dog Chop for a walk.
When the ball is thrown by Franklin, Chop will fetch the ball and get it back to Franklin, who can throw it again. If the ball is thrown into water or outside limits, only Franklin can retrieve it. It’s just a toy and not actually a weapon.

The Ball looks like an ordinary baseball which has the “G.E.S” marking and the Western States Baseball League logo on it.
The ball does no damage, but when thrown at an NPC it causes them to pick a fight with you. On throwing the ball at a policeman or police station you receive a wanted level.
When Franklin takes Chop for a walk, the ball can be equipped by him from the throwable section of his weapons.
