Fort Zancudo is a military base in GTA V operated by the army, marine corps and the air force. Situated on the outskirts of Lago Zancudo, Fort Zancudo is located at the base of Mount Josiah in Blaine County. It is surrounded by the Zancudo river to the south and Route 1 to the west.

Fort Zancudo is mostly based on the Naval Base Ventura County in Ventura County, California. It also resembles the Vandenberg Air Force Base in Lompoc, California. It is the first and only military base in the HD Universe of the GTA franchise.
The uniforms worn by the soldiers at this base are very similar to the real-life uniforms of the Marine Corps and the United States Army. There are only two entry points to the base, both of which are checkpoints guarded by personnel. Many military grade aircrafts and land vehicles can be found at Fort Zancudo.
In the setup mission for the Merryweather Heist, Trevor Philips has to steal a Cargobob from the Fort Zancudo military base. After stealing the Cargobob a Buzzard Attack chopper will chase him. Once he gets rid of the chopper, he has to land the Cargobob at Sandy Shores airfield.

During the fourth rampage for Trevor, two soldiers can be spotted replacing a tire just outside the south entrance to the base. When approached by Trevor they mock him for being a Canadian after which he grabs a grenade launcher from the nearby barracks and goes crazy with it.

During normal gameplay if the player tries to enter Fort Zancudo they instantly receive a 3-star wanted level with the entire force of the base trying to kill them. If the base is entered while in an airplane or helicopter, the automatic defense systems take a shot at the player’s vehicle. P-996 LAZERs and Rhino tanks are also authorized to take down any infiltrators.

Inside the control tower, the computer screens show a map of the United States which slightly differs from the maps downstairs in the Training Center, especially on the West Coast. The rest of North America is absent.
The large inaccessible hanger near the west entrance is now open after the release of the Heist Update, although there are no vehicles that spawn in it.
Zancudo is Spanish for a malarial mosquito.

A. Yes, there is a way of getting into Fort Zancudo without gaining a wanted level. The player has to start the Strangers and Freaks mission for Cletus Ewing with Trevor Philips in Sandy Shores. After triggering the mission the player has to leave Cletus and directly go to the military base while the mission is in progress. Now Trevor can enter the base and take any vehicle without gaining a wanted level.
