Josef is a character in GTA V who appears in the Strangers and Freaks missions for Trevor Philips. He and his friend Joe who met on the internet are part of the Civil Border Patrol which looks out for illegal immigrants and tries to keep America free of them. They hire Trevor to help them but things don’t end well for them when Trevor meets Manuel again, one of the men arrested during his second tour with the Patrol. Josef is voiced by Sergey Nagorny.

Josef is a man from Russia who most likely got his American citizenship after marrying Janet whom he met over the internet. He dislikes immigrants, especially Mexicans in America and states that America was built for Europeans. He is part of the Civil Border Patrol with Joe, his best friend. The two of them hunt down supposed immigrants and arrest them or force them to leave the country.
Josef is first seen in the mission Trevor Philips Industries during the opening cutscene. He is in a fight with a random man until Trevor knocks out the opponent and tells Janet, the bartender, to ban Josef from the bar since he won the fight. Janet states he is her husband and she cannot ban him and also mentions that they met online after Trevor comments on how young he is for her.
Later in the Strangers and Freaks mission “Civil Border Patrol”, Trevor comes across Joe and Josef who ask him to help them with hunting down supposed illegal immigrants. Trevor doesn’t like them at first as he himself is a Canadian, but agrees as he is getting paid. Later on he comes across Manuel, the man they tried to arrest in their second round of patrol. Manuel explains to Trevor how his family has been living in San Andreas for more than 200 years and asks him to make things right. Trevor goes back to a nearby farm where he finds Joe and Josef and kills them.
Josef is a tall Russian man with an average build. He wears an army green cap and a jacket of the same color with the US flag above the chest pocket. Under the jacket he wears a black full sleeved t-shirt with the sleeves rolled up and a bracelet and wrist watch on his right and left wrists respectively. He wears dark brown cargo pants and also wears glasses.

In the Russian version, Josef's explicit lines, like "Ебарь мам" (motherfucker) and "Что за хуйня с тобой?" ("The fuck is wrong with you?"), are not shown in the subtitles.
Despite being deeply patriotic, Josef appears to have poor knowledge of United States history or culture, as he sometimes shouts "God Save the Queen" or "For King and Country!" or "Liberty! Fraternity! Equality!".
