Los Santos is a city in the southernmost part of the state of San Andreas in GTA V. Los Santos is located to the very south of the southern part of the state of San Andreas. It is a large city and a concrete jungle and is home to a vast population of American people and a few immigrants. To the north of Los Santos, above hilly division of Vinewood Hills and the Grand Senora Desert is Blaine County.
The skyline of Los Santos includes multiple skyscrapers and hotels with the Maze Bank Tower being the tallest building in the game. Los Santos has an airport called the Los Santos International Airport (LSIA) and a huge seaport, the Port of Los Santos. The rich population is more concentrated towards the northern areas of Los Santos in Richman, Rockford Hills and Vinewood Hills while the southern areas are occupied by the middle class.

Los Santos is based on the city of Los Angeles in California. Los Santos translates to “The Saints” just how Los Angeles translates to “The Angels”. Los Santos is known for its very famous film-industry of Vinewood and is home to many celebrities and actors. In contrast there is also a suburban life lived by the people in the Strawberry and Davis areas. Los Santos serves as the County Seat of Los Santos County, the most developed and populated county in the southern part of the state of San Andreas.

Los Santos has many different areas that are home to different classes or kinds of people from various cultures. Little Seoul is home to the Korean and Asian population of Los Santos where many businesses are run by them, especially at the Korean Plaza.
Rockford Hills, Richman, Vinewood and Vinewood Hills is where all the rich and famous people reside. These areas have large mansions built along the hills with front porches, swimming pools, tennis courts and lawns.
Vespucci is a coastal area where Vespucci Beach, Puerto Del Sol and Del Perro Pier are located. These locations are famous tourist attractions.
East Los Santos is an entirely Industrial area with the presence of Latino residents and gangs. South Los Santos, especially the areas of Strawberry and Davis has a high concentration of African-American people which is also occupied by gangs like the Los Santos Vagos, Varrios Los Aztecas, Ballas and the Families.

The LSPD is the primary law enforcement in Los Santos. They have their police stations at the following locations.

They are based on the real life Los Angeles Police Department. Their motto is "Obey & Survive", which is seen on their squad cars and also reflects on their corrupt nature. They use Vapid Police Cruisers, Vapid Interceptors and Police Mavericks to carry out their duties of patrolling in Los Santos. The LSPD is accused of being corrupt and racist.
NOOSE stands for National Office of Security Enforcement. They are deployed when there is a higher level of criminal activity. They have their headquarters in Palomino Highlands and also a branch near Los Santos International Airport.
Los Santos has a criminal justice system which includes a court known as the Los Santos Superior Court which is only mentioned on the Weazel News radio segment and is not seen in-game.
Some locations and businesses, such as the Jetsam Terminal, incorrectly refer to Los Santos as a state.
After traveling long enough in Grand Theft Auto IV, the stats will record miles traveled from Liberty City to Los Santos.

Just like Los Angeles, Los Santos is implied to have poor traffic control measures. This can be seen when sometimes switching to Michael or Franklin, where they will be stuck on the highway with lots of congestion.
