Ludendorff could most likely be based on the eastern area of Fargo, the largest city of North Dakota. The name could have come from Erich Friedrich Wilhelm Ludendorff, a German general in World War I as Bismarck, North Dakota is named after the German chancellor Otto von Bismarck.
Ludendorff was founded in 1945 and has a population of 918 during the events of GTA 5 but the sign that mentions the population is undated. It has all of its amenities centered on Cavalry Boulevard. This small town has three liquor stores, three Ammu-Nation shops and also two banner hotels along with many other businesses. The town is usually cold and snowy and has a bad stench due to the sewer malfunctions.
The prologue of GTA V takes place in Ludendorff in 2004, when Michael Townley, Trevor Philips and Brad Snider are in the middle of a heist at a cash depot. The police arrive and the trio try to make an escape, leading their vehicle to get slightly hit by the train at the crossing, forcing them to then escape on foot.
A sniper from the FIB shoots Brad and then Michael, killing Brad and immobilizing Michael. Trevor escapes from there leaving them behind. Soon a funeral for Michael is shown which Michael himself is also watching from a distance.
Michael De Santa and Trevor Philips visit Ludendorff once again in the mission Bury The Hatchet when Trevor decides to go and dig Michael’s grave to see who was really buried there. His suspicions turn out to be true after he finds Brad’s dead body in the grave. Suddenly they are ambushed by Wei Cheng’s men. Trevor escapes but Cheng’s men kidnap Michael assuming he is Trevor’s lover.

Before patch 1.08, Grand Theft Auto Online players could freely explore Ludendorff through a glitch, but it has since been patched. After this, players were still able to access North Yankton by using a slight variation of the original glitch, but this was patched once again in patch 1.10.
Since they aren't scripted in the online glitch version, standard Los Santos Police Department units spawn instead of state patrol units.
It should be noted that although the town's solid areas are very small, accessing the town through the use of modifications on the PC version reveal that vehicles will continue to spawn and navigate the streets, probably to avoid crashing the game or causing other glitches.
