Jerome can be found outside South LS Liquor on the corner of Carson Avenue and Dutch London Street in Rancho. The player cannot interact with Jerome. There are a few people always standing around him but aren’t listening to what he is saying. He can be heard reciting lines that say people are sinners and they are going to die painful deaths unless they join him in a life of joy.
