Tahir Javan is an Azerbaijani-born businessman who moved to the United States at a young age and made his fortune in the green energy sector. He settled in Chumash, near Los Santos, and generously supported education initiatives in both the US and Azerbaijan. Despite his philanthropy, the International Affairs Agency and Federal Investigation Bureau suspect that Javan may have connections to terrorist organizations.
In GTA V, Tahir Javan is a target sought by the IAA and the FIB. They interrogate Ferdinand Kerimov, a home theater technician who worked at Javan's residence in Chumash, to find information about him. After locating Javan's house during a party, Michael De Santa, accompanied by Dave Norton, identifies him based on a detailed description from Kerimov. Javan is distinguishable by his heavy beard, chain-smoking habit, and left-handedness. Michael eliminates him with a Sniper Rifle after careful consideration, as Javan is among several lookalikes present at the party.
In GTA V, Tahir Javan is spotted wearing a vermillion shirt and dark brown shorts. He also wears black and red slippers on his feet and a gold chain around his neck. He has a thick beard and mustache that contribute to a very intense look.
In Michael's character trailer, the victim of the shot is a different character.
When Micahel is looking for Tahir Javan through his scope, initially Javan can be seen preparing lines of coke on a coffee table at the party, and later moves out onto the terrace to smoke.
