Tow Truck is one of the four preparation missions for the mission Blitz Play given to the protagonists by Steve Haines and Dave Norton.
In this mission, the player, while playing as any of the protagonists, has to follow the marker on the map where a tow truck is parked at a garage. When the player reaches the garage they will notice a man working near the front of a car, right next to the tow truck. The worker has to be knocked out before stealing the tow truck and driving it back to the FIB lot.
Playing this mission as Franklin Clinton is the most ideal choice as his special ability makes it easier to complete the gold medal objectives. The mission ends when the player leaves the area after delivering the Tow Truck to the FIB compound. The player will call the other two protagonists on a conference call and inform them that the tow truck has been obtained.

Drive the truck to the FIB lot.

Not a Scratch - Deliver the Tow Truck with no damage.
Truckin - Reach top speed in the Tow Truck.
There are no rewards for this mission. Completing the four setup missions unlocks the main heist.
Completing the four setup missions, including this one, unlocks the main heist, Blitz Play.
This mission can be skipped if Franklin completes Pulling One Last Favor beforehand, as he will get the tow truck for free when he buys the Impound Yard.
A Sadler will always be parked at the lot when the player brings the Towtruck.
