You will first need to level up the weaponsmith or toolsmith villager with prior trades until they reach the Apprentice level. To enable them to reach that high of a level you are going to have to trade with them until they earn enough experience to level up enough. You can do this by selling smithing-related items to them or buying smithing-related items, provided you have enough emeralds to afford such purchases.
Only then will they have a high chance of being able to sell a bell to you for the price of 32 diamonds.
