Due to a lack of information, the Lightning Daimyo's past is unknown as he appeared in very few episodes. The first time he appeared in Naruto Shippuden was in the Five Kage Summit arc. The Fourth Raikage came to him to request him to give approval to the Allied Shinobi Forces formation and also to have a meeting with the other Daimyos, after he came from the Five Kage summit in which Obito Uchiha declared war against the five great nations.
All the Daimyo had a meeting in which they talk about the formation of the Allied Shinobi Forces and they gave approval at the end of the meeting.
Before the Fourth Shinobi World War began, all the Daimyo were sent to a safe place so Madara and Obito could not take them hostage. Later, they are all captured in the Infinite Tsukuyomi, but when Naruto Uzumaki and Sasuke Uchiha are able to undo the Infinite Tsukuyomi, the Lightning Daimyo, and the whole world, are set free. In Boruto, he is replaced by Tekkan.
The Lightning Daimyo seems to have full respect for the Fourth Raikage, since because of his request, he talked with the other Daimyo and approved the Allied Shinobi Force formation. He seems to be not a very active person as he always seems to be low on energy.
The Lightning Daimyo has tanned skin and wears glasses. He wears a traditional Daimyo hat which has lightning patterns and wears a purple cloak over a yellow kimono.
