Chōjūrō is the Sixth Mizukage of the Hidden Mist Village and one of Kirigakure’s Seven Ninja Swordsmen of the Mist’s last generation. He was the Fifth Mizukage’s retainer before becoming the Sixth Mizukage.

Chōjūrō was present when Konohagakure and Sunagakure invited the village to an impromptu Chūnin Exams they would be hosting together, shortly after the Fourth Mizukage’s demise and Mei Terumī was made the Fifth. While the community was still mourning the death of Fourth, it was determined that the Kiri-nin would not participate in this event.
Chōjūrō and Ao were assigned to accompany the Fifth Mizukage to the Kage Summit. During their journey to the Land of Iron, Chōjūrō was frequently embarrassed by the Mizukage’s care for him, earning him a reprimand from Ao.
Chōjūrō and Ao raced to the Fifth’s defense during the Fourth Raikage’s rage outburst and subsequently White Zetsu’s appearance at the Summit once they arrived and the conference began.
When Sasuke Uchiha broke into the conference room, Chōjūrō activated Hiramekarei and transformed it into a hammer that he used to knock Sasuke into a sealed-off, neighboring hall where the Mizukage could battle him alone. After Tobi left declaring the War, Chōjūrō told those in attendance about Kisame Hoshigaki and his Samehada, but was cut off by Ōnoki, who stated that they were already aware of the information.
They followed Ao, who was chasing Danzō and his delegation, after leaving the Summit with Mei. When they found Ao, the Mizukage realized that he was under enemy control and commanded that Hiramekarei be used to drive him out. When they return to Kirigakure, they learn that the daimyō has authorized the foundation of the Shinobi Alliance.
Later, Chōjūrō was dispatched on a diplomatic mission by the Mizukage to improve Kirigakure’s relationship with Iwagakure, along with Kurotsuchi and Akatsuchi, who were also sent on the same mission by the Third Tsuchikage to halt Ganryū.
Chōjūrō attended the Alliance’s last conference in order to fully prepare for the upcoming war. The Mizukage instructed him to contact Ao in the Sensor Division and inform him that they needed to act quickly. During the conflict, Chōjūrō eventually joined Mei in guarding the numerous daimyō. He, Genma Shiranui, Raidō Namiashi and the others challenged the Akatsuki members.
As the battle between the two sides continued into the night, one of Naruto’s shadow clones arrived to assist. One of Black Zetsu's branches snagged Naruto’s foot during the fight, causing his Rasenshuriken attack to miss. Chōjūrō took advantage of the situation by attacking from behind with his Hiramekarei.
He slashes through Black Zetsu with it formed into a long sword, stating that the more confident he was, the greater his blow. He then pinned Black Zetsu to the ground with the tip of his blade and told Mei, who was being summoned away, that he would protect that spot with his life as one of the Seven Ninja Swordsmen of the Mist.
Chōjūrō, along with the rest of the world, was freed after the Infinite Tsukuyomi was released by Naruto and Sasuke.
Following the disbandment of the Allied Shinobi Forces in the aftermath of the Fourth Shinobi War, the Shinobi Union is founded, with Chōjūrō representing his village. During one of these meetings, he reported on the missing shinobi after the war.
Years after the conclusion of the Fourth Shinobi World War, Chōjūrō succeeds Mei to become the Hidden Mist’s Sixth Mizukage.
Despite being a member of the elite Seven Swordsmen, Chōjūrō is a shy man who lacks confidence in his talents. He admires and respects the Fifth Mizukage, remarking inwardly about wanting to protect her “lovely smile”.
He grew more confident in himself by the time of the Fourth Shinobi World War, as demonstrated when he cuts down Black Zetsu without hesitation and then vows to the Fifth to guard the area with his life.
Years after becoming the Sixth Mizukage, Chōjūrō appears to have settled into his new role, becoming calmer and more confident in his talents. He is a calm and methodical leader who carefully observes a problem and patiently considers the best way to handle it.
He is still shown to have some doubts and struggles with how to cope with citizens who openly prefer the old practices, despite his trying desire to usher in a peaceful and happy era for his village.
Despite his doubts, he remains selfless, willing to risk personal harm to achieve success. Even when grieving the loss of a dear ally, he remained composed enough to value the lives of his other allies and hope for a peaceful resolution, while also remaining pragmatic to prepare for a possible conflict.
Chōjūrō has dark eyes and short tufty blue hair. He also has pointed, shark-like teeth, which are shared by members of the Seven Ninja Swordsmen of the Mist and their apprentices. He is dressed in a blue pinstripe shirt and camouflage pattern slacks, with square black-rimmed glasses and ear protection.
He wears his holster, which he uses to carry Hiramekarei, with his forehead protector on the front. The sword is wrapped in bandages, revealing only the double hilt. He also wears shuriken holsters attached to each of his legs. During the Fourth Shinobi World War, he still wears the same uniform but switches to the Alliance’s forehead protector.
Chōjūrō got substantially taller and developed a harder jawline with some chin stubble following the Fourth Shinobi World War. He began wearing spectacles with bigger frames and the design of his ear plugs changed. He wore the same clothes as before, but the straps of his sword-holster now only covered his left shoulder. Chōjūrō now wears his light-gray pants without the dual shuriken holsters.
Despite being a shy man, Chōjūrō is a skilled ninja who has been accepted into the Seven Ninja Swordsmen of the Mist and chosen as one of the Fifth Mizukage’s guardians during the Kage Summit. Chōjūrō’s abilities were already considered some of the strongest in the entire village due to his membership in the Seven Ninja Swordsmen of the Mist, which indicated he had immense potential. He defeated Black Zetsu while battling alongside his teammates during the Fourth Shinobi World War.
Years later, when he was promoted to the rank of Sixth Mizukage, Chōjūrō’s powers increased dramatically. Even when confronted with several wielders of the Seven Mist Swords, Chōjūrō is able to systematically defeat his opponents. He was able to hold his own against opponents as powerful as the Ōtsutsuki clan working alongside the Fifth Kazekage or Fourth Tsuchikage.
Even among the other Seven Mist Swordsmen, Chōjūrō is acknowledged as a master swordsman. Among the Five Kage, he is rumored to be the best swordsman and assassin. As a kenjutsu practitioner, he carries a dual-handled sword called Hiramekarei, which is joined together at the handle by a chain.
When Hiramekarei is released from its bandages, it releases the chakra stored in it and shapes weapons such as an enormous hammer capable of sending Sasuke flying through a wall despite being shielded by Susanoo, as well as a massive long sword capable of taking out several targets at once. As Mizukage, he could fire a detached long-ranged chakra blade with a swing of Hiramekarei, create a copy of it with chakra for dual wielding and create several knives strong enough to immobilize the enemy.
Chōjūrō remained a powerful battler even without Hiramekarei, armed just with a regular sword. Once on the offensive, he effortlessly overpowered opponents wielding more powerful weapons with only a broken blade. He also demonstrated great strength, easily supporting Kubikiribōchō using a single hand.
Chōjūrō is an expert in Water Release, which he is able to perform with few-to-no hand signs and little requirement for pre-existing water. If he doesn’t have a sword, he can generate a blade of water to use as a replacement, as well as a tremendous underground water surge to catch an opponent off guard and subjugate them. He can also launch a volley of water bullets at his enemies.
