Fugi was one of the Sunagakure highly ranked shinobi who tried to seal Shukaku by capturing Gaara. He is one of the supporting characters in the Naruto anime series and manga that was written and illustrated by Masashi Kishimoto.

Before the Chunin Exams, Fugi and Hoichi met to discuss their plan to seal Shukaku, the tailed beast, in a tea kettle. They believed that sacrificing Gaara, the current host of Shukaku, was necessary for this plan. Fugi was impressed to learn that Hoichi had studied and learned about Bunpuku's ability to control currents.
After the first phase of the Chunin Exams, Fugi and Gaara prepared for the second phase in the Demon Desert. Fugi tried to break through a protective barrier, causing a huge sandstorm. He remembered his plan with Hōichi to seal Shukaku in a tea kettle, even if it meant sacrificing Gaara's life.
Later, while waiting for Hoichi's return, Gaara found Fugi and spoke to him using a clone made of sand. This made Fugi realize that Hoichi had been defeated. While pretending to remain loyal, Gaara told Fugi that he wanted to change and redeem himself after meeting his first friend.
Gaara also acknowledged Fugi's involvement in the recent attack on his life and told him he could take Hoichi's life if he didn't believe him. Realizing Gaara's sincerity and guilt for his actions, Fugi committed seppuku, a form of self-inflicted punishment, to atone for his wrongdoings.
Fugi was loyal, remorseful, and willing to atone for his actions. Despite being involved in a plan that would sacrifice him, he shows loyalty to Gaara. When confronted by Gaara about his wrongdoings, Fugi feels remorse and recognizes the changes Gaara has gone through. He ultimately chooses to atone for his actions by committing seppuku, displaying a sense of honor and a desire to make things right.
Fugi wore a grey outfit called a tangzhuang, with a button-up collar and yellow designs at the bottom and on the sleeves. He paired it with red pants and black shoes. He had long, dark hair that was tied back in a low ponytail and dark purple eyes. He also had pointy ears and four tear-shaped markings on his face.
Fugi could use existing sand to create a barrier that could overwrite other barriers, like the Sensing Barrier. This created a sandstorm that surrounded his opponents and made it difficult for them to see clearly. He also carried a short sword called a tanto, suggesting that he had skills in swordsmanship. His sandstorm was seen by Hoichi when he was at the top of the sand area in the demon desert.
