Fuyo is a chunin of Amegakure during the start of the civil war in the Village Hidden By Rain. She is also one of the followers of the Akatsuki group, which was led by Pain and Lady Angel (Konan). Fuyo, and her team from Amegakure, were then sent to Konohagakure to participate in the Chunin Exams.
Their mission was to gather information about shinobi with high chakra levels, potentially identifying jinchuriki, all while keeping quiet about the demise of Hanzo, their former leader.
During the written exam, Fuyo and her teammates were randomly placed in different rooms for the written test. The proctor, Shikamaru Nara, explained the rules, and they devised a plan to share answers discreetly.
