Garyo in Naruto

Garyo is the leader of the Ryuha Armament Alliance, a group formed after the Fourth Shinobi World War. While many believed that the war had ended with the failure of Madara Uchiha's plan, Garyo saw potential in Madara's goals. He believed that conflicts stemmed from inequality caused by money. To free the world from money's influence, Garyo created the Armament Alliance.

The Armament Alliance attracted missing-nin who were tired of mercenary work and sought a different path. They carried out terrorist acts against the citizens of the Land of Waves, a place without means to defend themselves. Garyo's plan was to create equality by killing enough people to give everyone equal opportunities. The Land of Waves would be an example to convince other nations to adopt the Armament Alliance's beliefs.

Sai and Naruto from Konohagakure discovered the Armament Alliance's hideout one year after the war. They fought against the Alliance to capture Garyo. Naruto managed to apprehend him, but Garyo's bodyguard, Kahyo, prevented their escape.

Garyo tried to convince Naruto that their attacks were necessary for true peace, but Naruto disagreed, believing that the casualties were unjustified. Before Kahyo could attack Naruto, they were taken away by Sai. Garyo was imprisoned in the Blood Prison.

Two months later, the Armament Alliance hijacked an airborne transport vessel called the Tobishachimaru to negotiate his release. When negotiations failed, they dropped explosives on the prison, allowing them to storm it and rescue Garyo. However, Ino Yamanaka used her Mind Body Switch Technique to regain control of Garyo, making him break away from his rescuers and return to prison.
