Hikaru's parents, Michiru and Amayo, divorced due to Michiru's money-minded personality. Michiru gained custody of Hikaru due to a wedding contract that Amayo had signed.
When Hikaru's grandfather, Kakeru Tsuki, decided to confront the corrupt minister Shabadaba, he sent Hikaru and Michiru on a journey to neighboring countries, disguising it as a vacation. Escorts accompanied them, but due to their mistreatment of the escorts, Team 7 (Naruto, Sakura, Sasuke, and Kakashi) was hired to replace them.
Hikaru initially exhibited a spoiled and snobbish attitude, primarily concerned with playing his handheld game console and dismissing Naruto's goal of becoming a Hokage. Naruto found Hikaru's behavior off-putting, especially after witnessing the mistreatment of his previous escorts.
As the story progressed, Hikaru's attitude changed. After Naruto saves him from an attack by Chamu, a giant beast, Hikaru begins to befriend Naruto and his companions. He showed a more compassionate side, especially when he attempted to save Chamu from a storm.
After his grandfather's death, Hikaru promised Naruto that when he became the leader, the Land of the Moon would stand by Konohagakure (Hidden Leaf Village).
As the plot unfolded, Shabadaba's henchmen attacked Hikaru and his father as they attempted to escape from the island. Naruto intervened, but the henchmen kidnaped Michiru. Hikaru was provided with special arrows that he had to use to cut the rope from which his father was hanging. He assisted in pushing his father toward Ishidate.
During the final confrontation, Hikaru's role was to aid his father and support Naruto's efforts to defeat the antagonists. Naruto entered his jinchuriki form and used his Crescent Moon Rasengan to defeat Ishidate.
Initially, he is snobbish and focused on his interests, like playing video games. However, as the story progresses, he bonds with Naruto and his companions, showing kindness and a willingness to help others.
Hikaru Tsuki has black hair parted in the middle and wears round specs. He wears a white cloak which has a blue pattern and has fair skin. He is a young boy and carries a quiver of arrows that stay at his back.
Hikaru is a normal young boy but has a remarkable ability with arrows and Kenjutsu, which he shows during the movie. He saved his father from getting hanged.
