He gathered a group of former shinobi from the village who were unemployed due to the neutrality. They formed a criminal gang that mainly traded a popular hallucinogenic drug called saigenzai.
Jiryu was not satisfied with the poor quality of their saigenzai and wanted to learn how to make the special Kotaro sold by the Kodon clan. He and his clan would sometimes bother Reishi and Kina Kodon in an attempt to force them to reveal the secret of making Kotaro. While visiting Reishi and Kina, Itachi Uchiha would defend them from Jiryu and his clan.
Jiryu created a group called the Sendo clan after the Howling Wolf Village decided not to get involved in any fights. He gathered former shinobi from the village who were out of work because of the village's neutrality. They formed a gang that mainly sold a drug called saigenzai.
However, Jiryu wasn't satisfied with the low-quality saigenzai and wanted to know the secret behind a special substance called Kotaro sold by the Kodon clan. Jiryu and his gang would bother Reishi and Kina Kodon to force them to reveal the Kotaro secret. Itachi Uchiha would protect Reishi and Kina from their harassment. Jiryu and his men set fire to Reishi and Kina's shop/home in his quest for Kotaro. Sasuke Uchiha extinguished the fire, disappointing Jiryu.
Kina suspected Jiryu's involvement and confronted him later on. Jiryu denied responsibility but was provoked by Kina to attack. Sasuke easily defeated Jiryu's men and captured Jiryu. Under Sasuke's orders, Jiryu told his men to drop their weapons loaded with blue fire powder. Sasuke released Jiryu but warned him not to bother Reishi and Kina again.
A few days later, the Sendo clan captured Kina and tried to use him as leverage to learn the secret of Kotaro. However, Kina mysteriously escaped, and the guards watching over him were found dead. Jiryu used this opportunity to convince the villagers that Kina was a murderer, using local legends to claim that Kina was an ancient monster named Roen.
Jiryu led the angry villagers to attack Reishi and Kina's home, using blue fire powder to destroy it. Reishi defended Kina, but the mob turned against both of them. In the chaos, Kina unleashed Roen to protect themselves. Jiryu was surprised to discover that the story he made up about Roen was actually true.
He ordered his men and the villagers to attack Roen, but their attempts were unsuccessful. Roen eventually left the area and headed toward the Howling Wolf Village. When Reishi and Sasuke tried to follow, Jiryu and his men blocked their way and demanded the Kotaro in exchange for passage. Sasuke, temporarily blinded, faced Jiryu and his men alone.
To Jiryu's dismay, Sasuke's skills were too strong, and Jiryu couldn't put up a fight. Later, Jiryu witnessed Reishi sacrificing himself to remove Roen from Kina's body and seal it away. Sasuke confronted Jiryu and used his special eye power to manipulate Jiryu's memory, making him believe that Reishi was Roen and Kina was the hero who defeated him. During the following celebration, Jiryu shared this altered version of events, insisting that Kina was the true hero.
Jiryu doesn't have much hair on his head, and he has a mustache with some white in it. Kina says that he always smells like fish. He is around forty years old and likes wearing a black kimono. The kimono has a cool white dragon on the bottom.
Jiryu is a determined and ambitious individual who is willing to go to great lengths to achieve his goals. He can be cunning and manipulative, using others and creating stories to serve his own interests.
Jiryu is also a bit arrogant, underestimating his opponents and believing he can easily overcome challenges. However, he becomes fearful and intimidated when faced with someone more skilled or powerful than himself.
Jiryu is good at fighting and knows a lot of ninja moves. He is also good at bringing people together and leading them. Jiryu is smart and comes up with clever plans.
