Omoi is a Kumogakure shinobi who serves as a close aid for the Fifth Raikage. He is cautious and level-headed, while often exhibiting a wild imagination. He first appears in Episode 156 of Naruto: Shippuden, ‘Surpassing the Master’.

After Killer B was abducted, the Fourth Raikage summoned Omoi along with Samui and Karui and they were dispatched to deliver a letter to Konoha’s Hokage about the abduction of Killer B and the order for eliminating Sasuke Uchiha.
On their way to Konoha, Omoi overthinks certain incidents to which Karui responds by insisting that he was just overreacting. Upon reaching Konoha, they find a crater in place of the village, which Omoi blames Karui for.
Later, Omoi and Karui overhear Naruto, Sakura and Sai talking about Sasuke. They get into a brief argument with the trio, trying to extract information about Sasuke. Omoi reveals Sasuke’s actions and implies that Konoha should cooperate with Kumo in providing information about Sasuke that can be used to eliminate him.
When Naruto can’t bring himself to sell Sasuke out and takes on all of Karui’s frustration by getting beaten, Omoi observes from a distance for a brief moment, but then stops her, commenting that Naruto was not the kind of person who would betray a comrade.
Omoi and Karui reunite with Samui and head towards the Konoha Archive Library to retrieve and copy all of Konoha’s intel about Sasuke.
Later, they deliver information to the Raikage in the Land of Iron before returning to Kumogakure. After B’s return to the village, Omoi questions him about his new sword.
Omoi is placed in the Surprise Attack Division under Kankurō’s command. He questions Kankurō about his leadership abilities, for which the latter assures him of protecting his comrades and completing their mission.
On the first day of war, Omoi’s division battled against the resurrected Akatsuki members; Sasori and Deidara, whom they defeated after combined efforts. Later, they encountered a group consisting of Haku, Zabuza, Gari and Pakura.
Much later, Omoi, Zaji and Sai joined with the Third Division to battle Fuguki Suikazan. Omoi and Zaji head off to aid Maki and her team to fight Gari and Pakura. Later, Omoi trapped Ameyuri in a marsh and as they both started to sink, Omoi was rescued after reinforcements arrived. Ameyuri gave her sword to Omoi out of respect before being completely submerged.
After some time, Omoi learns about the Thundercloud Unit, a small unit of children who were in danger. Despite the Raikage’s orders, Omoi decides to rescue them and on his way he encounters thousands of the White Zetsu Army. He found the Unit and combined their strength to eliminate the White Zetsu Army using their lightning chakra. Omoi later returned to his post after rescuing the Unit.
The next day, Omoi joined the other members of the Allied Shinobi Forces and made his way to the Jinchūriki battlefield. After receiving the Nine-Tails chakra from Naruto, Omoi along with other shinobi charged towards the Ten-Tails and their combined efforts managed to separate Obito and Madara from controlling the Ten-Tails.
After the Infinite Tsukuyomi was undone and the war concluded, Omoi later returned the Kiba Blades to Kirigakure.
Years later after the Fourth Shinobi War concluded, Omoi became the Fifth Raikage’s bodyguard.
Omoi is very cautious and likes to think things out before acting and as a result, he frequently gets sidetracked by his thoughts. He frequently demonstrates a vivid imagination, a propensity for exaggerating the outcomes of small things (like when Karui hurled a rock at him, believing it would trigger an avalanche and destroy Konohagakure), and a fondness for making fun of Karui’s brash attitude.
He respects those who keep their promises, even if they are enemies. He is extremely sharp and resourceful even under pressure. He has been noted to be negative at times showing his concern for his master, Killer B.
He can turn deadly serious and show enormous conviction when the occasion calls for it; for example, he showed disgust when he observed Akatsuki forcing Sai to fight his brother and intervened to stop it.
He is always willing to sacrifice himself to protect others and to accomplish his mission. He grins arrogantly at his enemy when they face certain death, only to spite them.
Omoi is a young Kumo-nin with dark skin, short and spiky white hair, and dark eyes that are emphasized by eyelashes that curl upward from the corners.
He wears a dark costume that includes Kumogakure’s flak jacket, a long shirt with a hood, crimson bandage hand guards, Kumogakure shin guards and a black forehead protector. He also sucks lollipops while appearing to be deeply contemplating something. He carries a long sword on his back.
Omoi’s appearance and outfit are largely unaltered after the Fourth Shinobi World War. However, he now dons a scaled-down flak jacket from his village that only covers his chest.
Omoi is resilient and can keep battling even after being struck by lightning blasts. He is also capable of holding his breath for a long period while battling. He has tremendous strength and by adulthood he could create afterimages of himself.
Omoi trained under Killer B who is a master of kenjutsu. He incorporates a somewhat long katana into his combat technique. With a single swipe of his sword, he can easily parry a flurry of blows, and he can also surprise an opponent by attacking from behind himself.
He has also demonstrated the ability to exchange blades with a well-known swordsman like Ameyuri Ringo. He is very clever in battle, using Body Replacement Technique or shadow clones to set up fatal blows with feints and deceptions.
Omoi can employ Lightning Release to a certain level to charge his sword with lightning. He has also demonstrated the ability to fire a powerful bolt which, when directed by water, kills a sizable number of foes. He can also create potent lightning blasts and combine his lightning chakra with others.
(When summoned by Raikage) “What the hell does he want? Is it something big…? Or… is he gonna scold us for something? Should I have not put mayonnaise on my fries?”
(To Karui) “You need to think things through more carefully..”
“No time to be anxious… I won’t let you force friends and family to hurt one another!”
