Penjira was addicted to gambling, and when he owed too much money, he would marry women and take their dowry to pay off his debts. He'd then go back to gambling, get into debt again, and the cycle continued. Eventually, he got caught trying to marry someone and was sent to the Astronomy Research Institute for a one-year prison term.
Since his sentence was shorter than others, he volunteered to manage the Institute's archives, hoping it would lead to an early release for good behavior. On the first day of Sasuke's imprisonment, he went to lunch with Penjira, Ganno, and Jiji, but then a few other prisoners tried to fight Sasuke, who defeated them easily.

Penjira tried but accidentally stepped outside the cell, technically "escaping." Sasuke warned him, and Jiji saved him from Menō's attack. Penjira was grateful to Jiji for his help.
A few nights later, dragons suddenly appear in the prison and start attacking the prisoners. Penjira manages to avoid the dragons initially and meets up with Ganno. Other prisoners join in, keeping the dragons busy until Sasuke and Sakura can return them to the afterlife.
