Life of Prime Minister

The Prime Minister of the Land of Redaku served the previous King for thirty years. Since he didn't have a family of his own, he was very devoted to serving the country and its people, and he was happy to do so. When the King got sick, the Prime Minister travelled to the Land of Fire and nearby countries. During his trip, he saw things that were like stories in Redaku, like shinobi with special powers and jutsu.

He also saw a lot of peace and new technology that came after the Fourth Shinobi World War and plenty of food and resources, which Redaku needed. While abroad, the Prime Minister learned how to make big weapons. The Prime Minister was so impressed by the world of shinobi that he wanted to create a private shinobi army in Redaku.

He hired fifty missing-nin for this army and asked Jiji to train and improve them. Jiji was given a special room in the royal palace and a personal maid named Margo. Later, one of the Prime Minister's allies, Zansuru, discovered a way to bring the dead back to life and suggested using it to make an army of immortal dragons. To do this, Zansuru needed a ninja's help, so the Prime Minister approached Jiji.

The Prime Minister knew that Jiji loved Margo, so he offered to let them be together if Jiji helped Zansūru for a year and he agreed. But when the year was almost over, the dragon army wasn't ready, and Zansūru had to lie to Jiji that Margo had died from an illness to keep him from leaving. To make the lie seem real, the Prime Minister even made a fake death certificate and sent it to Jiji.

At the same time, when they were pretending Margo had died, the King of Redaku passed away. Surprisingly, the new leader was the King's young daughter, Manari. The Prime Minister didn't like this at all. He thought it was unfair for someone who didn't have experience to lead just because she was born into the royal family. To show that Manari wasn't fit to rule, he decided to make her leadership look bad.

First, the Prime Minister, with the help of his friends in the palace, convinced Manari to send her younger brother, Nanara, away to Nagare Village. He also sent Margo with him. After Nanara left, the Prime Minister started telling Manari that her brother was a "failure" who abandoned her and the responsibilities of being a leader. He wanted to make Nanara seem like a bad person in Manari's eyes. Over the next few months, the Prime Minister put his own people in the palace so Manari would listen to him more than anyone else.

The Prime Minister also needed to teach Manari how to control the Shuigu, a special thing that could make rain and he did this on purpose. When Manari tried to use it to make rain for the city, it ended up destroying the crops and drowning the animals instead. The Prime Minister told everyone that a flooded river caused the problem.

This created a shortage of food in the city, and many poor people ended up dying because of the famine and lack of water. The Prime Minister secretly signed a contract with the Shuigu, which would allow him to control it when the time was right. He didn't tell Manari about this so that he could take control of it later.

Before Nanara left for Nagare Village, the Prime Minister didn't want him to learn independently, so he told him to have others read to him. But when Nanara went to Nagare, the Prime Minister sent tutors to teach him. However, Nanara played tricks on them, so they left, and the Prime Minister sent more tutors.

The Prime Minister also ordered that the country's libraries be closed and locked up, saying that books were too valuable to be touched by regular people.

Kakashi Retsuden: The Sixth Hokage and the Failure Boy

Around a year after the King's death, the Prime Minister told Manari about more people dying in the city, and he said the news of the water shortage would soon reach other places in the country. He suggested that she should use the Shuigu again, but she was afraid of causing another flood. She thought about asking her brother Nanara for help with the Shuigu, but the Prime Minister said he was too young for such a big responsibility. Manari didn't know what to do, so she listened to the Prime Minister's advice.

The Prime Minister told Manari that the best plan was to take water and resources from another country, the Land of Fire. He said that the country was vulnerable to attack because it was at peace. Since Redaku didn't have its own army, the Prime Minister used the fifty missing-nin he had hired earlier for this invasion. He gathered them in the city, which made the city's food shortage even worse. He also had cannons made, which he said were needed for defense.

To remember the King's death after a year, Nanara comes back to the palace. The Prime Minister sends a message to meet him on the way and takes a different route to avoid the hungry parts of the city. When Nanara arrives at the palace, he brings his tutor, Kakashi Hatake. Nanara asks for a room for Kakashi in the palace, but the Prime Minister isn't happy about it. He agrees to give Kakashi a small room in the basement but tells the maids to watch him because he thinks Kakashi might be a ninja.

During dinner, Nanara hears people talking about an upcoming invasion, and he wants to know more. The Prime Minister tries to make him not worry, but Nanara insists. The Prime Minister tells him about Redaku's problems and why they want to take things from the Land of Fire. Nanara likes the Land of Fire from the stories he heard and thinks making Redaku more like it is a good idea.

But by the following day, Nanara changes his mind and doesn't like the idea of the invasion anymore. He tries to talk to Manari, but she gets upset and leaves. The Prime Minister thinks Kakashi is the reason for this change and scolds him before going after Manari.

The Prime Minister wants to conquer the Land of Fire and bring its wealth to Redaku, but he knows the cannons and the fifty missing-nin he has won't be enough for that. He's counting on Zansūru's secret dragon army to succeed. The Prime Minister sends Fundaru to the Astronomy Research Institute to check on the progress, but he doesn't tell Fundaru what it's for. When Fundaru comes back a few days later, he says Zansūru promised the army would be ready soon.

As the invasion day gets closer, the Prime Minister and Manari go to Nagare Village, which is close to the Land of Fire and a good place to start the invasion. They take the missing-nin with them to make it look like they are the only invading force. Feeding the missing-nin for a few days will use up the village's food and may make the villagers rebel. To prepare for this, the Prime Minister gets 250 men from the city to go with the army. They will keep the villagers in line and use cannons to stop any rebellion. The Prime Minister also holds these men's families as hostages to make sure they do what he says. When the Prime Minister and the army arrive in Nagare Village, Nanara tries to stop the invasion, but the Prime Minister won't change his mind.

An Earth-Style Wall is put up around Nagare Village, making it hard for the army to get in. The Prime Minister calls Nanara a traitor and tries to break the wall, but the wall is too strong for the ninja and the cannons. It only happens with the wall a few nights later when it suddenly disappears, and the villagers attack. The Prime Minister puts on some armor and goes with Manari to a high cliff to watch the fighting.

The villagers start winning against the Prime Minister's army, so he tells Manari to use the Shuigu against them. But she's afraid of causing more damage, so she refuses. The Prime Minister gets angry with Manari and takes the Shuigu from her and uses it against her, ignoring her questions. He sees Nanara climbing the cliff toward them and tries to use the Shuigu against him.

Kakashi saves Nanara by blocking the Shuigu with his Fire Release. He carries Nanara up to where the Prime Minister is. The Prime Minister tries to use the Shuigu again, but Kakashi stops it. They keep using their powers against each other, and Kakashi asks the Prime Minister why he's doing this and what he wants. He tells the Prime Minister that he made a bad choice by thinking he could conquer the Land of Fire with only fifty ninjas.

The Prime Minister finally admits that he's waiting for help from the Astronomy Research Institute, but he doesn't say more. The Prime Minister is frustrated that Zansūru's dragon army hasn't come yet. But he still thinks Kakashi, Manari, and Nanara will be defeated by him soon. During the long fight, the Prime Minister figures out that Kakashi is the Sixth Hokage.

Even though he's heard about Kakashi's skills, he still believes he can win with the Shuigu. Kakashi doesn't agree and points out the sky above them, where the fire and water have made thunderclouds. The Prime Minister, with his armor and Shuigu, gets hit by lightning strikes. He falls down, and his heart stops. Kakashi does CPR and manages to bring him back to life. The invasion stops, and the Prime Minister is taken back to the city to be put on trial for what he did.
