Shibuki is from Takigakure (The Village Hidden in the Waterfall) and is the village head after his father dies. He is one of the supporting characters in the Naruto anime series and manga that was written and illustrated by Masashi Kishimoto.

Shibuki was born as the son of Hisen, who used to be the leader of their village. When Shibuki was very young, their village, Takigakure, was attacked by outsiders. Sadly, during this battle, Shibuki's father died after drinking the Hero Water to defend the village.
Later on, Shibuki received training from a man named Suien, but Suien eventually left the village. As the new leader of the village, Shibuki took good care of a girl named Fu and taught her the importance of friendship and loyalty.
One day, when Team 7 was protecting Shibuki, a bird startled him, and he hid behind Sakura Haruno. Even though he could be a bit timid, everyone in the village considered him a hero, especially the children.
Things got complicated when Suien returned and attacked their village. Shibuki had to make a tough choice: protect the Hero Water, which was important to their village, or save his villagers. Naruto Uzumaki convinced him that a hero is someone willing to sacrifice for those they care about, just like Shibuki's father had done.
Shibuki decided to drink the Hero Water to try and defeat Suien, but it didn't work out. Thankfully, with the help of Naruto and Sasuke Uchiha, they managed to stop Suien. Usually, drinking the Hero Water is deadly, but Shibuki survived and became an even better leader for his people.
Later on, when there was a training exercise in Takigakure, Shibuki was seen directing other ninjas. He also agreed to let Fu participate in the Chunin Exams when they received an invitation from Konohagakure and Sunagakure.
He thought showing their village's strength would be a good opportunity. However, he warned Fu to be careful and not reveal that she was a jinchuriki, and he asked two ninjas named Kegon and Yoro to protect her.
Shibuki used to be a coward, but after Naruto told him to be like his own father, he became brave, and from that time on, he is one of the strong-willed shinobi. He is also kind and can do anything for his friends and family.
Shibuki has dark, almost black eyes and long, dark brown hair. When he was a chunin rank shinobi, he wore a special headband that showed he was a ninja. His regular clothes are grey pants, a green shirt, and ninja sandals. He also has a grey shoulder pad on his left shoulder with a brown strap.
When acting as the village leader, he dresses a bit differently. He wears a light yellow jacket, light grey pants, and a red scarf around his neck. He also has a turquoise jacket-like thing called a "haori." And he ties his hair in a low ponytail.
Even though Shibuki might not always feel confident, he's pretty good at combat. He knows many water-related jutsu and he’s also skilled with a sword. Shibuki can also use different Water Release Techniques:
Water Tornado: Shibuki can create powerful tornadoes made of water. These tornadoes can be used to attack his enemies.
Water Dragons: He can summon water dragons to attack as well. These dragons are like watery creatures that follow his commands. Sword Techniques: Shibuki is skilled with a sword so he can use it in battles. This is called kenjutsu.
Hero Water: He also used something called Hero Water. It's like a special drink that makes his ninja powers much stronger for a short time. But using it has a cost because it shortens his life.
