Tojuro in Naruto

Tojuro was a skilled ninja when he was younger, but as he got older, he decided to retire and join the Suna Council. Over time, he rose through the ranks and became the second-in-command. As the head of the council, Ebizo's health started declining and eventually, he retired, and Tojuro strongly desires to take over as the council's new leader.

When Tojuro spoke with Gaara, he and other older village council members tried to convince Gaara to enter into an arranged marriage to continue his family's bloodline. Secretly, they planned for the girl they chose to elope with her lover and embarrass Gaara publicly. Tojuro had ulterior motives and wanted to use a terrorist group to assassinate Gaara.

After Gaara fought against the terrorists, Tojuro met with a person named Maizuru and hinted that he wanted Gaara's brother, Kankurō, to become the leader or that he enjoyed manipulating the younger ninja. He gave instructions to the younger ninja and felt satisfied with his importance. Later on, as Kankuro's supporters gained power in the village, Tojuro happily ordered Maizuru to arrest Kankuro for leading a rebellion.

However, to his shock, he discovered that "Maizuru" was actually a puppet controlled by Kankuro, and all the other supporters were also puppets. Tojuro realized he was defeated and surrendered. He and his fellow conspirators were arrested, and Suna's future was freed from the older generation clinging to a violent past.

Tōjūrō is ambitious and wants to lead the Suna Council. He cares about the village's future and wants to continue the important bloodline. He undermines the current Kazekage and manipulates younger ninjas. However, he underestimates their strength and struggles with technology.

Tojuro was considered the strongest in Suna. He was also really good at Wind Release, the Summoning Technique, and Genjutsu. He is very smart and holds a high position in the Suna Council. In the past, he was good at taijutsu, using his body light and agilely.
