Rinne Sharingan is a Dojutsu (visual Jutsu) introduced in the popular Naruto franchise. It can be identified by the ripple pattern of the eyeball with tomoe (literally meaning comma).
Disclaimer: Please be advised, that this article will contain spoilers and detailed information revolving around Rinne Sharingan and its known users in the series.
In the series, Kaguya Otsutsuki was the first character who managed to manifest Rinne Sharingan on her forehead as a third eye, as a result of her consuming the Chakra Fruit from the God Tree. In Naruto Shippuden and its continuation, Boruto: Naruto Next Generations, the Ten-Tails of the respective series also possessed the legendary Dojutsu, Rinne Sharingan.
The legendary Dojutsu was mentioned in the Uchiha Stone Tablet which was passed on through generations, referred to as an eye that can reflect upon the moon and cast InfiniteTsukuyomi, a powerful Genjutsu that is capable of creating a dream world. The legend was proven to be true later in the series as Madara Uchiha was able to manifest a Rinne Sharingan on his forehead just like Kaguya. He was able to achieve this feat by becoming the Ten-Tails Jinchuriki and regaining his Rinnegan. Unfortunately for him, it later turned out to be a very elaborate scheme devised by Black Zetsu, Kaguya’s will incarnate. Black Zetsu used Madara as means of resurrecting Kaguya Otsutsuki.
The other known user of the Rinne Sharingan is Sasuke Uchiha, the anti-hero character and rival of NarutoUzumaki in the series. Sasuke manifested the Rinne Sharingan in his left eye when he was on the verge of death and received Six Path Chakra from the spirit of Hagoromo Otsutsuki, the Sage of Six Paths, and Hashirama Cells from Kabuto Yakushi.

Rinne Sharingan is the predecessor of the famous Dojutsu, Sharingan and Rinnegan. In the series, it was first manifested by Kaguya of the Otsutsuki clan after she had consumed the Chakra Fruit of the God Tree. With the use of her newly acquired power, Kaguya started controlling people and ruled over them for a long period. Kaguya’s reign over people came to an end when her offsprings, Hagoromo and HamuraOtsutsuki stood against her injustice and sealed her away with SixPaths - Chibaku Tensei. It is said that this was how the moon in the Naruto World came into existence.
During the war, Sasuke was impaled by Madara and left to die. Kabuto Yakushi came to his rescue and implanted Hashirama Cells in his body, healing his wound in the process. Sasuke received Six Path Chakra from the spirit of Hagoromo Otsutsuki, the Sage of Six Paths. As a result, he manifested Rinne Sharingan in his left eye.
Amid the Fourth Great Shinobi War, Madara Uchiha manifested Rinne Sharingan on his forehead after he became the Ten-Tails Jinchuriki and regained his Rinnegan. Unfortunately, he was used as a vessel for the reincarnation of Kaguya Otsustuki by Black Zetsu. Later in the series, Kaguya was sealed off again by Naruto and Sasuke with the Sun and Moon Seal entrusted to them by the spirit of Hagoromo Otsutsuki. Her third eye was sealed off with a horizontal eyelid with the appearance of a sun and a moon.
