The Goldfish Empire is a place located on the SeaFloor. It is inhabited by goldfish. There isn’t much known about it as it only appeared on the cover of the One Piece manga chapter 189, titled “2.”
Hatchan, an Octopus Fish-Man and former officer of the Arlong Pirates, visited the Goldfish Empire during one of his adventures at some point in time. While in the empire, he comes to know that the Goldfish Princess has lost her ring.
Hatchan had earlier received a ring, similar to the Princess's ring, for helping a starving man. Hatchan later gave that ring to the Goldfish Princess. He is then honored for his generosity with a golden trident.
The Goldfish Empire is inhabited by Goldfish. The Goldfish Princess also resides there.
The Goldfish Empire is located at the bottom of the sea, on the Sea Floor. Close to nothing is known about its wildlife. However, based on its location, it can be speculated that the Goldfish Empire is also home to a variety of sea plant life.
