Blueno is a CP0 agent as he was a CP9 agent who worked undercover as a bartender in Water 7 before being instated into CP0.

When Gol D. Roger was executed, a ten-year-old Blueno, fifteen-year-old Jabra, and eight-year-old Rob Lucci were practicing the Rokushiki technique and plotting the assassination of the other CP9 candidates on their native land. They put in a lot of training to become "stronger than justice."
Four CP-9 agents took personas in the city of Water 7. Blueno started working as a barman, and Rob Lucci, Kaku, and Kalifa joined the Galley-La Company as employees.
They attempted to get close enough to seize the Pluton blueprints that Iceburg was holding while also earning the respect and trust of the city. They were unaware that a year later, Iceburg had given Tom's other student, Cutty Flam, the blueprints, and that he had returned to the city under the alias "Franky".

Blueno used his air door ability to get to the other cart and retrieve Robin when Franky attempted to use his strength to separate the carts.
He defeated Sogeking with ease and made fun of Sanji, saying that they were no match for CP9 and that it was best that Robin died because they didn't know anything about her past. Sanji made an attempt to stop him and Robin from taking off, but he was unable to do so.
Blueno and the others eventually made it to Enies Lobby. Their boss Spandam and the other agents, whom they hadn't seen in years, were present when they met up. Blueno's level was 820, based on Fukurou's test results for the other Doriki users. Jabra was startled and terrified to be in the vicinity of Kaku and Kalifa when Spandam gave them Devil Fruits.
When Blueno saw that Jabra believed the two fruits Spandam gave to Kaku and Kalifa would cause him to blow up from his own powers upon touching them. When the Straw Hats broke into Enies Lobby during the debriefing, Blueno realized something was wrong because Spandam's Den Den Mushi was no longer in effect. He informed Luffy that over 170 countries worldwide are united under the World Government and that declaring war at Enies Lobby would turn them into global enemies. That didn't bother Luffy, who made the decision to battle Blueno in order to reach Robin. Luffy literally pounded the CP9 agent around the roof as he showed him his new Gear 2 technique.
Luffy went to use a Jet Bazooka to eliminate him after a little more battle. Blueno was able to stay upright after the collision because he chose to confront the attack head-on with his strongest Tekkai, Tekkai Gou, as opposed to sidestepping it. Just as Luffy was about to demonstrate his Gear 3 technique to him, Blueno passed out from a delayed reaction after being knocked out by the Gear 2 move.
Blueno proved to be CP9's savior after the Buster Call destroyed Enies Lobby, using his Air Door to shield them from the Marines' onslaught that would have destroyed the island. Despite their wounds, they had made it through their battles with the Straw Hats, but Lucci needed major medical care because of the damage he had sustained in his fight with Luffy.
Later, Blueno and Jabra got to know of Spandam's schemes to kidnap them and use them as scapegoats for the mission's failure. After that, CP9 strolled down the Sea Train tracks to exit Enies Lobby. Once in St. Poplar, they started performing on the streets to raise money for Lucci's medical expenses. While Jabra, in his full wolf form, delighted audiences by leaping through fire hoops, he collected the money.
He paid for Lucci's medical care and then sat with Fukurou, Kaku, and Jabra at a café, reading a newspaper while the others made jokes, while they waited for Kalifa and Kumadori to return with the groceries. Lucci went bowling with the other members of CP9 after his release from the hospital. But CP9 dealt with the pirate issue when the Candy Pirates stormed the town. One of the pirates on the ship was kicked by Blueno.
The villagers initially praised the agents for taking action against the pirates, but after seeing Lucci take harsh justice on the defeated pirates, their opinion of the agents drastically shifted. The agents made the decision to leave St. Poplar after displaying such a terrifying image of themselves to the locals. However, a young girl who was held captive by the pirates gave them a flower as a token of gratitude just before they left.
With this gift in hand, they took control of the Candy Pirates' vessel and set sail for their own country. When they arrived, they watched as the incoming class of CP9 agents was trained. They discovered that Spandam's pursuers had caught up to them while they were observing. The agents dealt with these people in order to defend their homeland. Lucci delivered a message to their former leader while Blueno held his head and a Den Den Mushi.
Lucci reassured Spandam that they would return for him eventually, and the agents took control of their assailants' vessel and left their home country. But they did plant the flower the appreciative girl gave them before they left.
Cypher Pol rehired Blueno as an agent at some point during the time skip.
