During the Golden Age of Piracy, Catarina Devon was the worst female criminal. However, she was apprehended by the World Government and sentenced to life in Impel Down, Level 6, effectively erasing her from history.
Devon and the other prisoners in her cell fought to the death when the Blackbeard Pirates arrived at Impel Down, as directed by their captain Marshall D. Teach. After winning, Devon was released and accepted into the crew.
After traveling to Marineford, the crew was seen on the execution platform where they had been observing events throughout the Summit War of Marineford. Devon and the other Level 6 inmates were spotted by the Marines. Although the Blackbeard Pirates survived Whitebeard's onslaught, they killed the Emperor in retaliation.
Devon quickly helped in covering Whitebeard's body and Blackbeard with a black cloth, and the crew then stood watch to prevent the Marines and other pirates from becoming involved. Blackbeard showed off his new capabilities as his crew celebrated his successful absorption of the Gura Gura no Mi's powers. The Blackbeard Pirates were attacked by Sengoku in his Buddha form, but they all made it out alive. The Blackbeard Pirates chose to flee rather than engage the Red Hair Pirates when Shanks came and declared an end to the conflict.
Jewelry Bonney and her crew were taken prisoner by the Blackbeard Pirates in the New World, who intended to exchange her for a Marine warship. Devon recommended that they go to an island with a town and whined about still having to wear her jail clothing. Later, the pirates ran away when Akainu arrived on the battleship.
The Blackbeard Pirates engaged the remaining Whitebeard Pirates in battle a year after the battle at Marineford and won. Devon became one of the Ten Titanic Captains, commanding the sixth ship in the fleet when the Blackbeard Pirates expanded.
The Blackbeard Pirates took control of Whitebeard's previous region by using the knowledge of their admirals. The Blackbeard Pirates were pursuing strong Devil Fruit users to absorb their skills now that Blackbeard was an Emperor. On one island, the Blackbeard Pirates happened to run into Kuzan. Following a brief altercation, they all began drinking, laughing, and enjoying themselves with the former Marine.
The crew began discussing how "the man with the burn mark" may guide them to the fourth Road Ponyglyh, which is required to get to Laugh Tale, and how Kaidou and Big Mom both had one of the four. To everyone's surprise, Blackbeard was able to recruit Kuzan in the crew. After Teach defeated Ochoku, the old ruler of the island, the crew decided to make Hachinosu their base of operations in the wake of the Rocky Port Incident.
Later, the Revolutionary Army's headquarters, Baltigo, was invaded by the Blackbeard Pirates. By the time Cipher Pol and the Marines arrived, Baltigo had been destroyed, but the Revolutionary Army managed to get away, and the Blackbeard Pirates retreated after a brief confrontation with Cipher Pol. Devon heard her Admiral say that Luffy was too young to be referred to as Emperor, following the events in Totto Land.
Devon used her Devil Fruit abilities to pretend to be Absalom while Gecko Moria attacked the Beehive in search of Absalom, who had just been killed by the Blackbeard Pirates. As Blackbeard shouted out to Moria, Devon changed back to her human form when she saw Shiryu using Absalom's Suke Suke no Mi powers.
After the Seven Warlords of the Sea dissolved, Devon went to Amazon Lily with her captain and Vasco Shot to help Blackbeard claim Boa Hancock's Devil Fruit abilities. Devon claimed that she could display Hancock's head as a trophy. However, she got petrified after falling victim to the Mero Mero no Mi. Later, Silvers Rayleigh's intervention allowed Devon to recover and ultimately depart the island with her crew.
Devon and Van Augur sailed to Egghead later. When Devon and Augur arrived on the island during the Buster Call, they came across Saint Jaygarcia Saturn, who had been struck out by Luffy. Devon said that one of the Five Elders would descend to the surface and that Saturn was a powerful man. Then, signalling that the assignment was finished, she touched Saturn's leg.
Devon proudly said that Blackbeard was unique in response to Saturn's query about why she would sacrifice herself to work for someone else. Then, to her surprise, Saturn revealed that Blackbeard's heritage was as well. When Saturn insisted on knowing why the two of them were on Egghead, Augur openly said that their ultimate objective was the world, which infuriated Saturn and led to their attack. Augur transferred them to a different part of Egghead. Augur said that he had not yet perfected his power to transport them farther away when Devon questioned why he hadn't done so.
An excited Caribou approached Augur and Devon, claiming to be a major fan of the Blackbeard Pirates, and pleaded to be escorted to see Blackbeard himself, much to their confusion. Caribou begged Devon to take him to meet Teach because he had important information about the whereabouts of the Ancient Weapons that he would give to the Emperor for free, but Augur was suspicious and kept his rifle aimed at the pirate.
Caribou eventually returned to their ship when Augur and Devon ultimately decided to take him with them. Devon called Blackbeard, asked his thoughts, and suggested just shooting Caribou. When Caribou pleaded for an opportunity to impart his knowledge, Blackbeard was sufficiently interested to allow a meeting, but he also threatened to murder Caribou if the information proved useless. Later, Augur and Devon arrived back on Hachinosu. They were annoyed when Caribou was afraid of Avalo Pizarro's Devil Fruit while their ship was being docked.
Following her release from Impel Down, Devon appears to be devoted to Blackbeard. She affirmed Saint Jaygarcia Saturn's observation that she is unlikely to submit to anyone else, but she asserted that Teach is unique. She stated that she "likes them too" when the Marines first noticed her, indicating that she is a rather sarcastic individual.
She also wanted to trade the prisoner's uniform, which she detested wearing, for fresh clothing. She has an obsession with collecting the heads of attractive women; for example, she once said that she thought Boa Hancock's head would make a "wonderful trophy" because of how beautiful she is. As evidenced by her association with passionate female fans on Hachinosu and her reaction to Boa Hancock's Devil Fruit talent, Devon appears to have a romantic attraction for women.
Her mockery of Gecko Moria over the loss of his subordinate Absalom, whom she pretended to be to give Moria false hope, demonstrates her vicious nature. Like other One Piece characters, she laughs with a distinctive "Murunfuffuffu" sound.
Devon is a very tall, pale-skinned, and relatively well-endowed woman. Her hair is styled in girlish pigtails, and she is depicted as being around the same height as her commander, who is 344 cm tall. She has a square jaw, wrinkles, a sloping forehead, a long, witch-like nose, and a devilish smile. She was dressed in a V-necked, striped Impel Down outfit before the time skip. She also wore lavender cargo trousers, black shoes, a purple belt around her waist, a blue pearl necklace, and a huge magenta cape.
Devon has significantly longer hair after the time skip. She now wears a new costume that gives her a more traditional pirate appearance. Her outfit consists of a striped dress shirt, a cravat, heels that are a little different from her previous ones, a corset that is longer on the back and reaches her knees, a bicorn hat decorated with a plume on one side and a single rose and feathers on the other, and a print of Jolly Roger from the Blackbeard Pirates on the front. The hems of her jeans are now fastened by a pair of belts. She has a sword on her right hip as well.
Catarina Devon was promoted to the position of Captain of the Sixth Ship during the two-year time skip indicates how much Teach believes in her abilities and gives her command over the lower-ranking members.
One of the most formidable female pirates in history, Catarina Devon was imprisoned in Impel Down's level 6, which is reserved for the world's most heinous criminals. The fact that Blackbeard only selected the most resilient inmates who could hold their own against everyone else in a free-for-all conflict when he recruited the Level 6 inmates is further indication of her strength. Catarina Devon is therefore among the most formidable of the Level 6 inmates.
She has also shown exceptional superhuman stamina, effortlessly rising from both Sengoku's shock wave in his Buddha form and Whitebeard's Gura Gura no Mi shock wave (though not a direct blow).
Devon transformed into a nine-tailed fox after consuming the Inu Inu no Mi, Model: Kyubi no Kitsune, a Mythical Zoan-type Devil Fruit. She can transform into a human clone, just like the Mane Mane no Mi, but she is more flexible because she can change even clothes.
Devon knows how to use a whip efficiently. Since it was the only weapon available at the time, she is shown battling Whitebeard with her crew while wielding a staff or spear. The anime depicts it as a spear, even though the manga is unclear. She has a sword that she wears on her right side after the time skip.
