Chouchou makes his debut in Volume 2 Chapter 12 (p. 5) and Episode 6 of the One Piece manga and anime. Chouchou was the pet of the Pet Food Shop Owner Hocker of Orange Town. Hocker had to leave the shop one fateful day, and he charged Chouchou with the task of protecting the shop in his absence. Chouchou was very loyal to Hocker and continued to protect the shop even after his master's death. During the Buggy Pirates' occupation of Orange Town, Chouchou bore witness to the destruction of his home and the death of his master. Despite this, he remained at the pet shop, guarding it day and night. Luffy helps Chouchou by defeating Mohji and Richie and giving Chouchou the last surviving piece of his pet shop. Chouchou is grateful to Luffy for his help and bonds with him. After two years, Luffy encounters Chouchou again, to then find Chouchou as the proud owner of a newly opened Giant Pet Food Shop.

Chouchou is a very loyal and brave dog. He is willing to put his life on the line to protect his master's pet shop. Chouchou is also a very friendly dog, as he is seen bonding with Luffy in the anime. He is a minor character in the series, but his loyalty and bravery have made him a fan favorite.

He can be lenient at times, when he lets Brook and Chopper have a chance to escape. He can be very affectionate and kind towards kids and even allowed them to eat candy. He also cared for his siblings and will do anything to save them. He can be very arrogant and does not understand his enemies when he thought that the Straw Hats were not going to escape from Big Mom. This trait makes him want to toy with his enemies and gloat to them whenever he has the upper hand in a fight. He likes to prolong his battles by toying with them. He is really proud of his bounty and thinks that he will become the next captain of the Big Mom Pirates as he is the eldest in the family.

ChouChou is a dog that has been cut from the same cloth as Hachiko. As with all of the other character designs in the series, Chouchou possesses an extremely exaggerated character design, which bars him from resembling any real-world breeds. Chouchou is a white dog with a long tail and floppy ears. Chouchou has a mentioned age of 14 years in the anime. After the timeskip, he is also seen wearing a black bowtie.
