In recognition of his ingenious inventions in MADS, Dr. Vegapunk was invited to Mary Geoise for an audience with the Five Elders.
Twenty-two years ago, the Five Elders communicated through Den Den Mushi with Professor Clover, an archaeologist from Ohara studying Poneglyphs. Due to Clover's knowledge of the Void Century, the Elders ordered the Cipher Pol unit to eliminate him and initiated a Buster Call to destroy Ohara and its historians.
Less than fourteen years ago, Spandam persuaded the Five Elders to grant him authority to pursue the blueprints for Pluton.
A Marine reported to the Room of Authority that Shanks had contacted Whitebeard. Nusjuro emphasized the need to find a replacement for Crocodile in the Seven Warlords of the Sea.
The Five Elders learned that Marine Admiral Aokiji had acted independently.
A report came in that Shanks had successfully met with Whitebeard, surprising the Elders.
The Elders discussed the aftermath of the Summit War, expressing concern over the vacant Warlord positions. Nusjuro, cleaning his sword, noted the rising trouble caused by individuals with the initial "D." in their names, citing Monkey D. Luffy and Blackbeard.
Fleet Admiral Sakazuki questioned the Elders about Doflamingo's use of the World Nobles' authority. The victory of Luffy and Law's alliance over Doflamingo was then revealed, shocking the Elders and Sakazuki.
Shanks approached the Elders during the Levely, and they reluctantly allowed him to discuss a certain pirate. Heading to the Empty Throne, Nusjuro expressed concern about the world's disturbances and hinted at the possibility of a "great cleansing." Kneeling before Imu at the Empty Throne, they asked for the name of the "light" to be extinguished from history.
After meeting with Imu, the Elders granted Cobra an audience at the Empty Throne. Cobra inquired about his ancestor, Nefertari Lili, and her disappearance. When he asked about the meaning of the initial "D," the Elders were shocked to learn of a letter from Lili passed down through the Nefertari Family. Imu entered, and the Elders, drawing flintlocks, intended to execute Cobra.
Imu discussed Lili and the "D" with Cobra. The Elders, along with Imu, transformed into beastly forms after being attacked by Sabo using Hiken. In the chaos, Cobra sacrificed himself, allowing Sabo to escape. Nusjuro noticed Wapol spying through a peephole.
After the Levely, the Elders discussed Sabo and issues with Vegapunk. Imu called, wishing to test Vegapunk's Mother Flame invention; Nusjuro suggested testing it in a forested area rather than the sea.
Imu instructed them to test the Mother Flame on the Lulusia Kingdom. Both Nusjuro and Ju Peter acknowledged its potential to quell conflicts. Imu also commanded them to find and seize Nefertari Vivi.
They later discussed the Raid on Onigashima, issuing orders to eliminate Nico Robin and have the Marines control Wano post-battle. The Elders feared the potential awakening of the Gomu Gomu no Mi, speculating it might be the "Hito Hito no Mi, Model: Nika." They commanded Guernica to interfere in Luffy and Kaidou's battle, resulting in Guernica sacrificing himself.
Despite their efforts, the Gomu Gomu no Mi awakened, and Kaidou and Big Mom fell in battle. Learning that Wano's borders didn't open, they called off the Marine invasion but maintained the order to capture Robin. Nusjuro realized the misunderstanding as Zunesha, the great elephant, departed from Wano.
The Five Elders observed Uta's concert in Elegia through Den Den Mushi. They discussed her being Shanks' daughter, considering her a significant threat to the Great Pirate Era. Warcury urged quick elimination, but Nusjuro expressed concerns about her potential ties to the Figarland Family. They were also wary of Uta's connection to Tot Musica.
During the concert, they remained alert, and immune to Uta's powers due to muted songs. Lucci later informed them that 70% of the world's population might be affected by Uta's abilities. Horrified, the Elders witnessed Uta turning people, including Saint Charlos, into inanimate objects.
Fearing further casualties, they decided to take action, even if it meant endangering a Celestial Dragon. After Uta summoned Tot Musica, who attacked Marine ships, the Elders saw Luffy and Shanks defeat Tot Musica, leading to Uta releasing everyone from the Uta World through singing.
The Elders, having received orders from Imu, also got a call from Marine Headquarters disclosing Sabo's location in Lulusia. They considered it fortunate as the Mother Flame annihilated Lulusia, and the Elders declared it never existed.
A call from York, aspiring to become a Celestial Dragon, reported Vegapunk's forbidden research on the Void Century. The Elders decided to send CP0 agents to assassinate Vegapunk and his satellites, including York.
After Saturn left for Egghead, the remaining elders were contacted by York again. Complimenting her survival, Nusjuro questioned her about CP0 and the Straw Hats on the island. During negotiations, York revealed the need for protection from Luffy, surprising Nusjuro.
Nusjuro, like his fellow Elders, values maintaining the world's balance orchestrated by the Three Great Powers. He meticulously upholds this balance, considering even the loss of a single Warlord significant. The secrecy of the Void Century is crucial to him, and he, along with other Elders, is quick to eliminate anyone studying it.
He has little tolerance for challenges to their authority, as evident during the meeting with Marine Fleet Admiral Sakazuki.
Concerned about the loss of three Warlords during the Summit War of Marineford, Nusjuro recognized the potential instability in the current balance and suggested a "cleansing" might be necessary. He sees the Will of D. as a danger and expresses discomfort that its knowledge has become widespread.
Nusjuro, showing callousness, didn't express concern for casualties caused by Imu's order to test the Mother Flame on the Lulusia Kingdom, instead showing interest in utilizing the Mother Flame's power freely.
Nusjuro is an extremely tall elderly man with a pale-grayish complexion. He is bald with no facial hair whatsoever. His face is wrinkled, with a hook nose and thin eyebrows.
Nusjuro wears round, metal-frame glasses. He wears a white, loose-fitting keikogi held by a golden obi, exposing his chest and abdomen.
For footwear, he wears beige geta sandals. He carries his katana in his hand.
As one of the Five Elders, Nusjuro holds the highest authority in the World Government, surpassing even the World Nobles. He commands control over various governmental branches, including the police, Marines, and Cipher Pol, with the Fleet Admiral having no capacity to challenge his power.
Nusjuro has the authority to declare a Buster Call and manipulate information, erasing segments of history, like the Void Century. Imu is the only known figure who outranks his authority.
He wields a long katana but his sword skills remain unknown.
Nusjuro also has the ability to transform into a tall, lanky bipedal creature with a humanoid head and a large ring-like appendage on his back. But, whether this is his physical ability or an ability that he gained from a devil fruit is unknown.
In addition to the One Piece manga and its anime adaptation, Ethanbaron V. Nusjuro also appears in the following games as a non-playable character:
One Piece: Grand Battle! 3
One Piece: Grand Battle! Rush!
One Piece Odyssey
Nusjuro's name is inspired by Venus, the second planet in the Solar System, aligning with the planet-themed names of the Five Elders.
The middle initial "V."ブイ (V. Bui) and -nasu (ナス?) in his name hint at the Japanese-English pronunciation of "Venus."
His title, Warrior God of Finance, connects Venus to finance in East Asian astrology.
The Japanese pronunciation of "Nus" translates to "eggplant" in Japanese. Additionally, it is based on Nasu County in Tochigi Prefecture, Japan, associated with the Nasu Family (Jūrō and Yoichi).
The design and name align with Nasu no Jūrō, a skilled samurai in archery.
Nusjuro is unique for having a middle initial not being a D.
His design is possibly based on Mahatma Gandhi, the Indian political and spiritual leader, featuring a bald head, aquiline nose, Windsor-style eyeglasses, and a loose, white-colored robe. Confirmation of this resemblance's intention by Eiichiro Oda remains unverified.
