Genzo is the sheriff of Cocoyasi Village. During the Arlong Park Arc, he is an ally of the Straw Hat Pirates. He was introduced during the 32nd episode of the anime.

Genzo used to know Bell-mère, as a troublemaking child from back in the day. He and the others were shocked, though, when Bell-mère announced she was joining the Marines to take on evil pirates. He was waiting for her at the dock later on when she and two little ones headed back to the village. Bell-mère's announcement that she was old enough to care for children caused him to raise an objection first, and he offered to help her raise Nojiko and Nami.
Although Genzo watched her closely, Nami would frequently cry when she saw him. Bell-mère mentioned that Nami sobbed upon seeing Genzo because he appeared so frightening. Genzo made Nami laugh by wearing a pinwheel on his hat to avoid this. Nami was known for stealing, so Genzo watched her closely as she grew older.
Even though he knew full well that Bell-mère could easily get her way, he would frequently agree to her requests because she would say things that would make him feel uncomfortable. When Nami ran away from home, he was the first to track her down and at last, she told him where she was from.
Nojiko was observed agreeing with the other villagers, saying that even though the three girls are struggling to make ends meet, they are happy and that everyone should try to keep them that way. However, Arlong and his group of fishmen arrived just as Nami and Nojiko were leaving. As was dangerous on the street, so he told them to go hide behind the houses.
Genzo had sufficient funds to preserve his family but to his horror, Genzo noticed smoke emanating from Bell-mère's home. He was afraid to learn that one of the fishmen had noticed the smoke and had gone to her residence in an attempt to save her. Hatchan made up that Bell-mère had invited him and another friend to dinner when he peered inside the home and saw that the woman was cooking for three.
Kuroobi easily defeated Genzo, who had tried to stop Arlong when he kidnapped Nami. Genzo had severe scars all over his body as a result of this incident. He soon discovered that Nami had joined Arlong's group and organized a rebellion to storm Arlong Park in an attempt to free her. He told Nami to never return to the village because he was so angry with her.
Later on, though, he starts to question Nami's decision to accompany Arlong, so he forces Nojiko to inform him of her plan to buy Cocoyasi Village. Genzo was able to pay Arlong's tyranny for the next eight years until the pirate defeated and so preserved his life.
After facing Arlong and his gang for a considerable amount of time, Genzo started to implement several schemes. When things went wrong, the villagers' hidden weapons were found but Usopp intervened and saved his life just in the nick of time. Genzo was furious that Arlong had gone after Nami with the Marines in an attempt to keep her employed by him forever since she had lost all the money she had saved to purchase her village.
Despite Nami's heartfelt plea, he and the villagers decided they had had enough and set out to battle the pirates in Arlong Park. When Luffy, Zoro, Sanji, and Usopp arrived, Johnny and Yosaku stopped them and guarded the entrance, preventing anyone from passing through. He and Nojiko concentrated on keeping Luffy alive when he was thrown into the water at Arlong Park after becoming stuck in concrete during the battle with Arlong and his crew.
While Genzo held Luffy's raised head above the water, Sanji dove into the pool to free the stone. Nevertheless, Hatchan materialized and made an attempt to injure Sanji. To absorb the majority of Hatchan's blows, Nojiko ducked in front of him. The strain caused the wounds Hatchan had sustained from Zoro to open, stopping his attack. Luffy was set free when Sanji eventually destroyed the rock.
After Arlong's defeat, the villagers rejoiced and were freed from the fishmen who had tormented them for so long. When Nezumi showed up to ruin the celebrations, he gave the order to deliver Arlong Park's wealth to the Marines. To make sure that the villagers could keep the money, Zoro intervened and Nami assisted in forcing Nezumi out of town.
Later, he met Luffy near Bell-mère's tomb, threatening to kill him if he ever took away Nami's smile. Genzo declared that he no longer needed his pinwheel and left it by Bell-mère's grave after Nami set sail with Luffy and the crew.
Nami's wanted poster, which showed her in a bikini, infuriated Genzo, but to Nojiko's dismay, he had a bigger copy of the image in his home.
Genzo was seen with Nojiko and Chabo after the timeskip. As he read the newspaper, his attention was drawn to the provocative photo of Nami that was in the paper.
After the Dressrosa events, Nami's latest wanted poster was given to Genzo and Nojiko. Even though he had enlarged and pinned the new photo to his wall, Genzo started getting upset about it.
Bell-mère was the resident troublemaker in the village when she was a child. When she declared she was adopting the kids as her daughters, her reputation led Genzo to voice worries about their welfare. As he was worried about the abilities of their adoptive mother, he spent most of his childhood getting to know Nami and Nojiko, and they became close. This eventually developed into a wish to simply watch the three of them grow up as a happy family and live together.
He had become a father figure to Nami and Nojiko, and after their mother passed away. He and the other villagers realized that Nami would never voluntarily join Arlong's crew. He also promised Luffy that he would find and kill him if he ever took away Nami's smile out of concern for her and Nojiko's safety.
After Arlong conquered the island, he kept the town united by ensuring that everyone was secure and able to pay Arlong's taxes. In order to spare the villagers from punishment by Arlong or his crew Genzo took full responsibility for any disputes that arose between the villagers and themselves.
In order to give Nami time to finish her plan to save the village, he assisted in keeping the village unified. He decided enough was enough when her eight years of hard work to save them crumbled under Arlong's betrayal. Genzo also has a perverted side, as seen by his extreme annoyance when Bell-mère offers to repay the things she stole "with her body." Genzo was even more horrified to see Nami's explicit new fashion sense in the paper.
Genzo is a dark-haired, average-sized man with a thick mustache who usually has a serious expression on his face. He wears a brown policeman-style uniform with short sleeves and sandals. He used to cheer Nami up by wearing a pinwheel in the cap of this uniform. Kuroobi's attack severely damaged his face and body. After the Marineford Summit War, he started to grow some stubble on his chin.
Genzo is nothing more than an average fighter; he is weak and easily defeated by Arlong and his team when he attempts to save Bell-mère and her kids. He was the unifying factor that allowed the village to survive Arlong and his crew, though, and he possesses excellent leadership qualities.
Genzo carries a regular saber, though we never see him using it. When Arlong first arrived on the island, he utilized his two pistols.
