Hand Island is one of the islands that were under the protection of Whitebeard. After Whitebeard died, this island was ruled by Bilic, a Marine Commodore. Bilic was overthrown by the Straw Hats after they defeated him.

The only thing that is known about Hand Island is that it is located in the New World.
Hand Island was under the protection of the Whitebeard Pirates. This was until Whitebeard was killed during the Marineford War. After this, Hand Island lost its protection and pirates started to attack the island. That is when Bilic, the Marine Commodore, came in and protected the people of the island in exchange for their service to him. He said that all the men of the island should enroll in the Marines and started constructing the Marine Base and the Josephine canon. Regis joined the Marines but was later put in prison as he had rebelled against Bilic.
As the Straw Hats were running away from a Marine fleet, Franky used Coupe De Burst to make the Thousand Sunny fly away and land on Hand Island. This destroyed Diego's house and at the same time, Koby and Helmeppo also arrived on the island to investigate Bilic. After Luffy saved Regis, Bilic learned about their presence and he threatened all the people that he would destroy their city if they didn't tell where Luffy was. Luffy then fought and defeated Bilic and destroyed the base. Helmeppo and Koby captured him and took him to court-martial which freed the island from his tyranny.

Deigo is a craftsman who is known for his wax models. He is Regis’ father. He is known to be stubborn and very proud of his work. He is known to make wax figures of all the pirates he has met and admired.
Regis is a Marine and he is also Deigo’s son. He is also stubborn like his father. He is a very honest man and he joined the Marines for the sake of his island. He doesn't hesitate to rebel against anything wrong.
Bilic is a Marine Commodore who was stationed on Hand Island. He is known to be selfish and he really admires Borsalino. He tends to talk down on his subordinates. He also doesn't like it if anyone defies him.
