Nefertari D. Lili is a fictional character in the Japanese manga/anime series One Piece created by Eiichiro Oda.
Nefertari D. Lili, one of the twenty kings who are credited with establishing the World Government, ruled the Arabasta Kingdom during the Void Century. Lili decided not to become a World Noble and move to Mary Geoise like the other nineteen monarchs did, but she mysteriously disappeared before she could return to her native land. Other than the fact that she had a younger brother who succeeded her as Arabasta's king, not much more is known about her.
Lili, who is thought to be the primary cause of the poneglyphs' global distribution, is the oldest known carrier of the Will of D. Because of this, her actions may be seen as a key component of the series' broader plot.

Approximately 800 years ago, Lili represented the Arabasta Kingdom in the formation of the World Government. As such, she joined nineteen other nations in the war against the Great Kingdom, which led to the victory of her side.
Lili, however, decided not to relocate her family to Mary Geoise once the World Government proper was established because she had not positioned a symbolic weapon around the Empty Throne. Instead, she made an effort to return home. As King Cobra discovered, Queen Lili never went back to her homeland, despite the World Government's claimed assumption that she did so safely. Since Lili was not present, her younger brother assumed leadership of Arabasta.
Imu claims that Lili's actions caused the Poneglyphs to spread over the globe, which was the worst thing that could have happened to the World Government. They questioned if it was an actual error on Lili's side or if it was a component of a larger scheme.
Not much is known of Lili’s personality except for her choosing her home over ruling the world. The drive for this is still unknown.
Lili resembled two members of the Nefertari family in looks, based on a painting and her silhouette - Titi, who married into the family, and Vivi, who was born into it. She had a royal crown on her head, a dress, and a cape.
Lili was in charge of the Arabasta Kingdom's armed forces and populace as queen regent. Along with being a member of the highly prominent First Twenty who established the World Government, she was given the chance to control the world alongside the other nineteen families, but she finally turned down this position.
Despite her historical significance, Lili did not appear in any post-Void Century Arabastan sources for unknown reasons. However, a letter confirming her authorship that has been handed down through the Nefertari Family's generations confirmed her existence. Lili signed the letter as "Nefertari D. Lili" and urged the world to safeguard the Poneglyphs and fly the flag of dawn.
