When the Straw Hats reached Angel Island, they encountered Conis, Pagaya's daughter. Soon after, Pagaya arrived on a Waver and allowed Monkey D. Luffy and Nami to try it out. Impressed by Nami's quick mastery, he invited them to his home and explained the different clouds in Skypiea along the way.
While Conis discussed Dials with the Straw Hats, Pagaya collaborated with Sanji in the kitchen. After a meal, Pagaya inspected the broken Waver. The White Berets, Skypiea's law enforcement, approached them, discovering the Straw Hats as illegal trespassers. A series of accusations and fights ensued, with the Straw Hats emerging victorious. As the pirates became Class-2 criminals, Pagaya and Conis suggested they leave Skypiea.
The Straw Hats requested supplies, and Luffy, Sanji, and Usopp returned to Pagaya's house. They then learned about "heaven's judgement" and the challenges in the Upper Yard, including the four Priests and God himself.
Conis accompanied Luffy, Sanji, and Usopp to the port, while Pagaya, overwhelmed by guilt, stayed behind as he couldn't bear sending them to potential danger. After being saved by Gan Fall from Enel's wrath, Pagaya, Conis, and Gan Fall enjoyed pumpkin juice and discussed pirates and Skypiea's history.
Gan Fall left to aid Chopper, and Pagaya began repairing Nami's Waver, suggesting they build something to assist the Straw Hats. Together, Pagaya and Conis constructed a large Waver, and on their way to the Upper Yard, they rescued Aisa from sky sharks.
Aisa directed them to the Going Merry, and Pagaya used a Cloud Dial to create a path back to the White-White Sea. He handed the repaired Waver to Nami and joined in the celebration after Skypiea was saved.
Initially thought dead after an attack by Enel, Pagaya survived and resurfaced, having fallen to the White Sea. He was found by escapees from Angel Island and later participated in Skypiea's celebration. After the Straw Hats took their treasure and fled, Pagaya and Conis escorted them to Cloud End.
Two years later, Pagaya sat at the Pumpkin Cafe with McKinley, drinking tea from a pumpkin-shaped cup.
Pagaya has a habit of excessively apologizing, even in situations where he's not at fault. He holds no grudges and is humble towards others. Despite the Straw Hat Pirates being labeled as criminals for not paying their toll fee, Pagaya still helped them.
Pagaya is an average-height Skypiean man with a nearly bald head, distinctive Skypiean hair antennae, and a round beard covering his mouth. Despite closed eyes, he can see and talk. His dark brown hair antennae, beard, and eyebrows contrast with his Skypiean robes—a brown-yellow outfit with a light yellow collar and sleeve ends, featuring a black leaf-like design.
Pagaya is skilled in operating and repairing wavers, a form of transport that typically requires ten years of practice. He also has impressive endurance, as he was able to survive Enel's judgment.

In Episode 303, Pagaya is seen rowing the boat that Boss Luffy is riding.
