After Queen Otohime's assassination, Neptune isolated himself in Hard-Shell Tower, which served as an armory at that time, to control his desire for revenge against humans.

Following Otohime's death, Shirahoshi became a target of Vander Decken IX. To protect her from Decken's Devil Fruit powers, Shirahoshi was confined to Hard-Shell Tower, where she remained safe.

Fish-Man Island Arc

After saving Shirahoshi's pet shark, Megalo, the Straw Hat Pirates were invited to a banquet at the palace as a gesture of gratitude from King Neptune. Zoro, Monkey D. Luffy, Nami, Brook, and Usopp arrived, but a misunderstanding caused them to be considered suspects for destroying Fish-Man Island. Zoro was locked up, and the guards attempted to capture Nami, Usopp, and Brook.

During the chaos, Luffy wandered into Hard-Shell Tower, where he encountered the Mermaid Princess, Shirahoshi. Zoro broke out of prison just in time to intercept an attack from Neptune. A battle ensued, revealing that the Straw Hat Pirates were formidable opponents. Usopp, Nami, Brook, and Zoro managed to subdue Neptune and the guards, effectively taking over the palace.

With the connection corridor closed, the princes couldn't enter, and Zoro demanded that the Straw Hats be allowed to leave peacefully. The princes left to find the remaining crew members—Robin, Franky, Chopper, and Sanji.

Vander Decken IX sent Hody Jones' captive human pirates to infiltrate the palace by throwing them toward Hard Shell Tower. Luffy, with Shirahoshi hidden inside Megalo's mouth, brought her out of the tower. As they left the palace, the human pirates blindly attacked anyone in search of the switch to open the connection corridor. Zoro defeated them, but one pirate reached the switch.

With the palace entrance open, Hody Jones and Vander Decken IX invaded. Decken left to find Shirahoshi upon learning she wasn't in the palace. Hody attacked, injuring Neptune and guards. Nami, with Camie, slipped out during the battle. Zoro, Usopp, and Brook freed everyone before the palace flooded. Guards and ministers escaped, but Neptune, Zoro, Usopp, and Brook were left behind as the New Fish-Man Pirates took control.

Hody chained Neptune and imprisoned Zoro, Usopp, and Brook in a room with rising water. The New Fish-Man Pirates found a letter and a box of citizens' signatures. Hody broadcasted a speech, revealing his plan to rule the Ryugu Kingdom, execute Neptune, and punish the citizens. He also threatened the Straw Hat Pirates, intending to make examples of them.

Following this, Hody takes Neptune to Gyoncorde Plaza. Zoro, Usopp, and Brook are imprisoned in a room with rising water, but Pappug helps them escape.

During the Gyoncorde Plaza battle, Caribou enters the palace, releases kidnapped mermaids, and steals treasures. Guards discover this, but Caribou escapes. Straw Hat Pirates' charges are dropped after defeating the New Fish-Man Pirates and Vander Decken IX.

Hody, his officers, and Decken are imprisoned. The royal family, Straw Hats, and friends celebrate with a feast. Robin and Neptune privately discuss, and Neptune reveals the history of Joy Boy.

  • In the anime-only Ocean's Dream Arc, there's a location with the same name where a memory-stealing sea horse made its base.
