Shepherd Ju Peter’s History


In acknowledgment of his ingenious inventions in MADS, Dr. Vegapunk received an invitation to Mary Geoise for an audience with the Five Elders.

Twenty-two years ago, the Five Elders communicated via Den Den Mushi with Professor Clover, an archaeologist from Ohara studying Poneglyphs. Clover's knowledge of the Void Century led to the immediate order by Ju Peter to eliminate him. Subsequently, the Five Elders commanded a Buster Call to destroy Ohara and its historians.


Less than fourteen years ago, Spandam persuaded the Five Elders to grant him the authority to pursue the blueprints for Pluton.


Jaya Arc


A Marine reported to the Room of Authority that Shanks had contacted Whitebeard. However, the top priority for the Five Elders was finding a replacement for Crocodile among the Seven Warlords of the Sea, emphasizing the importance of maintaining the Three Great Powers.

Long Ring Long Land Arc


The Elders received news that Marine Admiral Aokiji had acted independently without informing anyone, causing dismay among them.


Post-Enies Lobby Arc

The Elders were informed that Emperor Shanks had successfully met with fellow Emperor Whitebeard, surprising them.


Post-War Arc


Discussing the aftermath of the Summit War of Marineford, the Elders suggested waiting for new Warlord candidates to emerge in the changing New World. They also acknowledged the rise of Blackbeard to power and expressed doubts about anything stopping him, except for other Emperors and remnants of the Whitebeard Pirates.


Dressrosa Arc


Fleet Admiral Sakazuki questioned the Elders about allowing Doflamingo to use World Nobles' authority. The Elders reminded Sakazuki of his place and mentioned that Cipher Pol was handling the matter. Learning about Monkey D. Luffy and Law's victory over Doflamingo, the Elders and Sakazuki were shocked.


Levely Arc

During the Levely, Shanks approached the Elders, and despite reluctance, they allowed him to discuss a certain pirate. After the meeting, the Elders knelt before Imu at the Empty Throne, requesting information about the "light" to be erased from history.


Wano Country Arc


Following their meeting with Imu, the Elders granted Cobra an audience at the Empty Throne. Cobra inquired about his ancestor, Nefertari Lili, one of the founders, who disappeared after abdicating in Mary Geoise. The Elders had no records of her fate. Cobra then asked about the meaning of the initial D., revealing a letter from Lili. Imu's shocking revelation led to the Elders drawing flintlocks to execute Cobra.

Sabo attacked with Hiken, prompting a beastly transformation of the Elders and Imu. After a strike by Imu, Cobra sacrificed himself, and the Elders noticed Wapol spying. Post-Levely, in the Room of Authority, they discussed Sabo and Vegapunk's issues on Egghead.


Imu called, wanting to test Vegapunk's Mother Flame; Nusjuro suggested testing it in a forested area. Imu ordered the test on the Lulusia Kingdom and commanded the capture of Nefertari Vivi.


They discussed the Onigashima Raid, issuing orders to eliminate Nico Robin and have the Marines control Wano post-battle. They debated the potential awakening of the Gomu Gomu no Mi (Monkey D. Luffy's fruit) as the "Hito Hito no Mi, Model: Nika." Warcury dismissed it as a legend, but Ju Peter questioned why the name was changed. The Elders ordered Guernica to interfere in the Luffy vs. Kaidou battle, leading to Guernica sacrificing himself for Kaidou's advantage.


Their attempt to eliminate Luffy failed. The Gomu Gomu no Mi awakened, and Kaidou and Big Mom fell in battle. With Wano's borders unopened, the Elders called off the Marine invasion but maintained Robin's capture order.


One Piece Film: Red (Non-Canon)


The Five Elders, watching Uta's concert, discussed her being Shanks' daughter, posing a threat to the pirate era. They hesitated to eliminate her, concerned she might be linked to the Figarland Family. Worried about Uta's connection to Tot Musica, they couldn't be cautious if she summoned that threat. The Elders, immune to Uta's powers, were alerted by Lucci that 70% of the world's population could be pulled into Uta World.

They witnessed Uta turning everyone, including Saint Charlos, into inanimate objects. Faced with potential casualties, they needed a decision, even if a Celestial Dragon got caught. Tot Musica, summoned by Uta, attacked Marine ships. Despite Lucci's attempt to mute the Den Den Mushi, the Elders knew it was futile. After Luffy and Shanks defeated Tot Musica, Uta released everyone from the Uta World through singing.


Egghead Arc


Following Imu's orders, the Elders received information from Marine Headquarters about Sabo's location in Lulusia. The Elders considered it fortunate, but soon after, the Mother Flame annihilated Lulusia Kingdom, and the Elders declared it never existed.


York, aspiring to be a Celestial Dragon, informed the Elders about Vegapunk's forbidden research on the Void Century. The Elders dispatched CP0 agents to assassinate Vegapunk and his associates, including York. After Saturn left for Egghead, York contacted the Elders again, questioning their intent to kill her. Negotiating a deal, she revealed needing protection from Luffy.


Luffy, over the Den Den Mushi, demanded the Marine fleet retreat to save York's life. Marcus Mars sought information about Labophase, but Luffy's call was cut before details were disclosed. Ju Peter speculated the voice of a woman, possibly Nico Robin, in the background.


Shepherd Ju Peter’s Personality


Similar to the other Elders, Ju Peter values the world's balance maintained by the Three Great Powers and aims to prevent its disruption. He is particularly concerned about the consequences of vacancies among the Seven Warlords and Four Emperors.

Like his counterparts, he prioritizes keeping the events of the Void Century a secret, ordering the destruction of anyone studying it, as seen when he commanded the killing of Professor Clover to prevent the disclosure of the Great Kingdom's name.


Ju Peter recognizes the significance of the Hito Hito no Mi, Model: Nika, taking its threat seriously. When questioned about its legendary status, he emphasized the government's effort to rename the Devil Fruit.


While he unquestionably follows Imu's orders, Ju Peter does express hesitation in questioning the rationale behind eliminating an entire country, yet proceeds with the process as directed by Imu.

Ju Peter is a tan-skinned man with a lean build and remarkable height. Despite his incredible stature, he appears relatively young compared to his peers, sporting a full head of blond hair and minimal facial wrinkles. His hairstyle is a regular, short taper cut, complemented by a full beard and mustache.


In terms of attire, Ju Peter wears a plain dark maroon suit jacket and pants. His white dress shirt is buttoned up and tieless, featuring a wingtip collar that exposes a scar above his chest, extending from the lower cervical area toward his right armpit.

As one of the Five Elders, considered the highest-ranking Celestial Dragons, Ju Peter, along with his peers, holds the "Highest Authority of the World Government." They are, however, secretly subservient to Imu, who occupies the Empty Throne. Ju Peter has control over every aspect of the government, including Cipher Pol agencies and Marine HQ, surpassing even the Fleet Admiral in power.

The Elders, including Ju Peter, can declare a Buster Call to eliminate perceived threats and utilize the Mother Flame, following Imu's orders, to obliterate islands without leaving a trace. Their immense power extends to manipulating the media, allowing them to withhold information from the public and erase historical segments, notably related to the Void Century.


Ju Peter has a flintlock. He can also transform into a giant, humanoid creature with a large mouth. Whether this power is linked to a Zoan-type Devil Fruit remains unknown.
