In acknowledgment of his brilliant inventions in MADS, Dr. Vegapunk received an invitation to Mary Geoise for an audience with the Five Elders.
Twenty-two years ago, the Five Elders communicated through Den Den Mushi with Professor Clover, an archaeologist from Ohara studying the Poneglyphs. When Clover revealed knowledge about the Void Century, the Elders ordered Cipher Pol to eliminate him and initiated a Buster Call to destroy Ohara and its historians.
Less than fourteen years ago (over ten years since Gol D. Roger's execution), Spandam convinced the Five Elders to grant him authority to pursue the blueprints for Pluton.
A Marine reported to the Room of Authority that Shanks had contacted Whitebeard. Warcury advised observing the situation without immediate intervention. The Elders discussed finding a replacement for Crocodile's Warlord position, expressing frustration with Crocodile and Monkey D. Luffy for causing trouble.
The Five Elders were informed that Marine Admiral Aokiji had acted independently. Warcury disapproved, emphasizing the need for Aokiji to respect his rank.
A report revealed that Shanks had successfully met with Whitebeard, surprising the Elders.
The Elders discussed the aftermath of the Marineford War, with Warcury noting Jinbe's resignation from the Seven Warlords and its impact on human-fish-men relations. They also discussed Blackbeard's rise to power, highlighting his advantage with two Devil Fruits.
Fleet Admiral Sakazuki questioned the Elders about Doflamingo's use of World Nobles' authority. Warcury reminded Sakazuki about Aokiji joining forces with Blackbeard. The victory of Luffy and Law's alliance over Doflamingo shocked the Elders and Sakazuki.
As the Levely began, Shanks approached the Five Elders. Despite reluctance, they allowed him to discuss a certain pirate, and Warcury ordered soldiers to leave the Room of Authority. After meeting with Shanks, they headed to the Empty Throne, where they knelt before Imu, requesting information about the "light" to be erased from history.
After meeting Imu, the Elders granted Cobra an audience at the Empty Throne. Cobra inquired about his ancestor, Nefertari Lili, a founder of the World Government. When Warcury asked the point, Cobra sought information on Lili's disappearance after leaving Mary Geoise. The Elders claimed ignorance.
Cobra then mentioned the meaning of the initial D., shocking the Elders, and revealed a letter from Lili. Imu entered, and the Elders prepared to execute Cobra. Imu attacked Cobra, and Sabo intervened with Hiken. The Elders and Imu transformed into beastly forms, pursuing Sabo. After Cobra sacrificed himself, they noticed Wapol spying through a peephole.
Following the Levely, the Elders discussed Sabo and Vegapunk's issues when Imu called. Imu wanted to test Vegapunk's Mother Flame, with Warcury noting its impact on the Egghead situation.
Imu instructed them to test the Mother Flame on the Lulusia Kingdom, disregarding its high population. Warcury mentioned the rebellion but agreed to make an example of them. Imu also ordered the capture of Nefertari Vivi.
They discussed the Raid on Onigashima, focusing on capturing Nico Robin and having the Marines control Wano after the battle. The topic of the Gomu Gomu no Mi, possibly the "Hito Hito no Mi, Model: Nika," came up. Warcury dismissed it as a legend, but Ju Peter suggested a reason for its renaming. To prevent the awakening of the fruit, they commanded Guernica to intervene in Luffy's battle with Kaidou. Guernica sacrificed himself, allowing Kaidou to strike Luffy.
Their attempt failed, learning the Gomu Gomu no Mi had awakened, and Kaidou and Big Mom fell. As Wano's borders remained closed, they called off the Marine invasion but maintained Robin's capture order. Warcury instructed the removal of the "D." on Luffy's bounty poster and changing its image to conceal Gear 5th, but new posters had already been distributed worldwide.
The Five Elders watched Uta's concert in Elegia via Den Den Mushi. Concerned about her being Shanks' daughter and a threat to the Great Pirate Era, they discussed stopping her rebellion. Warcury emphasized the urgency to quell the potential revolution, even though Uta might be connected to the Figarland Family.
They were also wary of her link to Tot Musica and couldn't afford to be cautious if she used it as a threat. The Elders, immune to Uta's powers, learned from Lucci that 70% of the world's population might be pulled into Uta World.
They were horrified as Uta turned everyone, including Saint Charlos, into inanimate objects. Fearing more casualties, they decided to act even if a Celestial Dragon got caught in the crossfire. They witnessed Tot Musica, summoned by Uta, attacking Marine ships. After Tot Musica's defeat by Luffy and Shanks, they saw Uta release everyone from the Uta World through singing.
After receiving Imu's orders, the Elders learned from Marine Headquarters that Sabo was traced to Lulusia. The Elders noted this as fortunate, considering the Lulusia Kingdom was soon annihilated by the Mother Flame and declared to have never existed by them.
They also received information from York, aspiring to become a Celestial Dragon, about Vegapunk's forbidden research on the Void Century. To address this, the Elders decided to send CP0 agents to assassinate Vegapunk and all related entities, including York.
Following Saturn's departure to Egghead, the remaining Elders in the Room of Authority received another call from York. Overheard by Saturn and Kizaru, York questioned why they intended to kill her, with Marcus Mars stating she was still associated with Vegapunk.
The Elders negotiated a deal with York, who revealed she needed saving from Luffy before he could kill her, much to Warcury's shock.
Warcury, like the other Elders, is concerned about maintaining the world balance upheld by the Three Great Powers. He demonstrates patience, observing potential threats like Shanks without immediate intervention. However, he strongly condemns actions that disrupt the balance.
Similarly, Warcury is committed to preserving the World Government's image by keeping the events of the Void Century a secret, and he supports the immediate destruction of anyone found studying it. He takes authority seriously, disapproving of Admiral Aokiji's independent actions.
In interactions with lower-ranking individuals like Fleet Admiral Sakazuki, Warcury, while abrasive, doesn't resort to hostility. He emphasizes the importance of maintaining order and displays concern for racial harmony.
Warcury is a bald elderly man with a large white mustache and birthmark spots on his forehead. He wears a black suit with a black tie, a white buttoned shirt, and black pants. In the anime, he initially had a short white beard but lost it after the timeskip.
Warcury, as one of the Five Elders, holds the highest authority in the World Government, surpassing even the World Nobles. He commands every aspect of the government, including the police, Marines, and Cipher Pol.
His power is so vast that even the Fleet Admiral cannot challenge him. Warcury can also invoke a Buster Call and manipulate information, including erasing historical segments like the Void Century. The only individual known to outrank the World Nobles is Imu. He also carries a flintlock.
Warcury possesses a transformative ability allowing him to assume a creature-like form with tusks, wing-like appendages, and long ears. He demonstrated resilience in this form, withstanding a point-blank blast of fire from Sabo. The nature of this ability, whether tied to a Zoan-type Devil Fruit, remains unknown.
In addition to the One Piece manga and its anime adaptation, Topman Warcury also appears in the following games as a non-playable character:
One Piece: Grand Battle! 3
One Piece: Grand Battle! Rush!
One Piece Odyssey
Warcury's name is derived from Mercury, the first planet in the Solar System, in line with the planet-themed names of the Five Elders.
Warcury's appearance is possibly based on Mikhail Gorbachev, a late Russian politician who served as the last leader of the Soviet Union before its dissolution in 1991. The resemblance is primarily noted in their similar forehead birthmarks, with Gorbachev's being the result of a skin anomaly known as nevus flammeus.
