Thirteen years ago, Toto was a humble villager in a village suffering from drought. His son, Koza, frustrated by the situation, complained to King Nefertari Cobra in Alubarna. Concerned about his son's rudeness, Toto rushed to the palace, apologized for Koza, and took full responsibility.
Instead of punishment, King Cobra assured Toto that the country would temporarily support the villagers affected by the drought. Toto and other villagers were invited to live in Alubarna until a solution was found.
Despite Koza's continued rudeness, King Cobra recognized Koza's genuine concern for the villagers. Toto, grateful for the king's generosity, asked Koza to bow in appreciation. Later, Toto was shocked to learn that Koza fought with Princess Vivi. Feeling responsible, Toto offered to commit suicide as an apology, but Cobra dismissed it as a kid's fight.
The villagers, including Toto's family, lived in Alubarna with royal support. Toto witnessed the kind interactions between royalty and common folk. He observed Koza and Vivi becoming close friends, realizing the compassionate nature of the royal family. Toto saw Vivi's fear of losing Koza as a friend during an incident, showcasing the genuine care of the royal family for the well-being of their people.
After planning with King Cobra, Toto and other villagers decided to settle in an oasis in western Arabasta, creating the town of Yuba. The vision was for Yuba to become a bustling commerce hub with merchants passing through. Toto volunteered to lead the town's creation, promising Cobra to build a superb town for Arabasta's prosperity.
When Cobra was falsely accused of stealing rain, Toto rejected the accusation. He tried to convince his son, Koza, and other rebels to stop the rebellion. However, Yuba faced sandstorms caused by Crocodile's scheme, drying up the oasis and halting trade.
Despite others leaving, Toto stayed behind, determined to revive Yuba by digging for water. Constantly working alone in the sandstorm, his body shrivelled, becoming unrecognizable from his former self.
Three years later, as Toto continued digging for water in Yuba, the Straw Hats and their party arrived after a sandstorm. Angry, Toto, thinking they wanted to join the rebellion, threw stuff at them and revealed that the rebels had moved to Katorea near Nanohana. Overhearing Vivi's name, he tearfully told her that he still believed in Cobra and found the rebellion absurd. Toto asked Vivi to stop them from attacking Alubarna.
Vivi accepted Toto's request. Later that night, Monkey D. Luffy visited Toto, expressing concern about Yuba's harsh conditions. Toto reassured Luffy, stating his belief that Yuba wouldn't be destroyed by sandstorms. Touched by Toto's determination, Luffy decided to help dig for water. Despite some mishaps, they toiled through the night, and Toto noticed progress.
They reached the water level, and Toto extracted water from the sand, placing it in a small barrel. The next day, Toto apologized to Vivi for his initial reaction. Vivi, understanding, accepted the apology. Toto gave the Straw Hats the barrel of water, explaining the progress he and Luffy made. The Straw Hats were delighted, thanked Toto, and left Yuba. Toto continued digging to restore the oasis.
Eventually, Toto successfully dug up enough water to form a small puddle in Yuba, bringing him great joy. However, at the same moment, Crocodile, in his battle against Luffy, unleashed a massive sandstorm toward Yuba. Despite the imminent threat, Toto bravely stood before the sandstorm, shouting that Yuba would not be destroyed by mere sand.
As the sandstorm engulfed Yuba, causing destruction, Toto miraculously survived. Sitting amidst the ruins, he witnessed another miracle—rain started falling across Arabasta. Overjoyed by this long-awaited sight, he wondered about the whereabouts of his son, Koza, who had been separated from him during the three-year drought.
After Crocodile's defeat, Yuba began to be repopulated, and Toto was reunited with Koza. As they slowly rebuilt their lives, they learned that Vivi would address the entire kingdom. On the day of the speech, Toto urged Koza to hurry and listen. Koza, recovering elsewhere, noted that the loudspeakers allowed him to hear the speech.
Toto, along with the rest of Arabasta, listened to Vivi's speech with delight. Though some parts were not clear to everyone, Toto and Koza understood the content. Hearing about the Straw Hats, Toto laughed joyfully, keeping it a secret when asked why. Koza jokingly claimed his father had gone mad from sandstorms.
Looking at the sky, Toto, from a distance, wished Luffy well and invited him to drink water from Yuba if he ever had the time. Grateful for the restored peace in Arabasta, Toto and his son continued working to restore Yuba to its former glory.
Living peacefully in Yuba, Toto and the residents were surprised when a giant mole emerged from the restored oasis. To his amazement, the mole was ridden by his younger brother, Goro, who had returned home with the help of the mole, Dirt Boss, and his associate, Gedatsu.
Learning that Goro had found the hot spring he sought on the island, Toto, along with Koza and Karoo (Vivi's pet duck), decided to join his brother and associates to inspect the hot spring through the tunnel Dirt Boss had dug.
Upon arrival, they discovered that Goro's mandrill associate, Forest Boss, had turned the hot spring into a magnificent establishment. Pleased with the result, a tunnel connecting to the island Ukkari was opened, allowing Arabasta citizens to enjoy the luxurious hot spring resort, with the giant sand crab Hasami serving as the main mode of transportation.
News of the hot spring reached the Arabasta royalty, and Vivi, along with her entourage, visited. Toto, along with his brother, son, and Vivi's group, enjoyed the benefits and luxuries of the hot spring resort.
Standing alongside his son Koza, Toto witnessed Koza taking on the role of the Environmental Minister of Arabasta.
As the Nefertari Family left Arabasta for the upcoming Levely, Toto remarked that Vivi was excited about venturing out to sea.
Toto is a kind and generous man, always ready to help travellers despite Yuba's water shortage. He's incredibly stubborn, refusing to leave Yuba even when everyone else did, showing his belief that the city wasn't doomed.
A staunch monarchist, Toto unwaveringly supports King Cobra, even before personally knowing him. He referred to rebels, including his son, as "fools" and "degenerates." Toto's loyalty extended to offering his own life as punishment when his son got into a fight with the crown princess.
He's willing to sacrifice for his beliefs and loved ones, staying in Yuba despite the risks and offering his life to protect his son from perceived retribution by Cobra.
Originally, Toto was a plump and healthy-looking elderly man with a thick moustache. Unfortunately, a three-year drought caused by Crocodile's scheme left Toto severely dehydrated and malnourished, drastically changing his appearance.
His face aged, and he started wearing a white wrap around his head, a gray one around his forehead, torn black robes, a green robe with a dark red lining, and a black-and-white striped shirt underneath. He also added a turquoise sash with blue dots.
After the time skip, Toto appears with a light-colored head wrap and a dark robe, layered over a striped robe with buttons. He has visibly recovered from his shrivelled appearance, appearing more normal, though not as robust as in his youth. Sporting a small goatee, he completes his attire with a light-colored sash.
Toto is a common villager and does not possess any remarkable abilities.
Toto deeply loves his son, Koza, and was ready to sacrifice his life for him after a disagreement with Crown Princess Vivi. Despite his love for Koza, Toto refused to join the rebellion against the royal family, standing firm against accusations raised against King Cobra. Toto has a wife named Aswa and a brother named Goro.
Initially, Toto was fearful of King Cobra due to the significant social distance between them. He worried about potential punishments if he or Koza stepped out of line. However, after getting to know Cobra and Vivi personally, Toto came to greatly admire the king.
