Tsuru in One Piece

"Great Staff Officer" Tsuru is Kujaku's grandmother and a highly esteemed and formidable vice admiral in the Marines. Tsuru is one of the main characters from the time when Gol D. Roger was still alive, along with Kong, Sengoku, Shiki, Silvers Rayleigh, Monkey D. Garp, and Whitebeard.

Tsuru enlisted, the same year as Sengoku and Monkey D. Garp. She told Garp he couldn't borrow a ship since he broke them all the time. Tsuru had a granddaughter, Kujaku, who would grow up to be a Marine Rear Admiral after she had a family of her own at some point in her life.


Tsuru was stationed in the North Blue and she chased the Donquixote Pirates nonstop at that time. Donquixote Doflamingo suspected his younger brother was giving away his crew's location to the Marines when he noticed that her chases stopped after Rosinante had left the crew.

She was stationed at Swallow Island because Rosinante had told her that Doflamingo and his crew would be there three days prior to the scheduled exchange between the Marines and Diez Barrels for the Ope Ope no Mi. Little did she know that Doflamingo and his crew had actually gone to Minion Island.


The Marines scouting Minion Island then got in touch with her, told her about the fire at Barrels' hideout, and gave them instructions to explore the coast without being discovered. Tsuru's ship opened fire on Doflamingo and his crew as they were leaving the island, causing them to escape.


Jaya Arc


Tsuru attended the gathering of the Seven Warlords of the Sea at Mary Geoise to choose Crocodile's replacement. Vice admirals Mozambia and Stainless were forced to fight by Doflamingo prior to the meeting, but Tsuru saw his potential and told him to stop.


Tsuru recognized Laffitte when he interrupted the meeting and gave Sengoku a brief history of the man.


Marineford Arc


In order to prepare for battle against Whitebeard, Tsuru was present at Marineford. Tsuru tried to console Garp about Portgas D. Ace's approaching execution, but he laughed it off and said that he ought to be comforted instead of consoled.


She remarked on the absurd nature of Whitebeard's position upon his arrival and joined the other vice admirals when his division commanders launched the attack.

Vice Admiral Yamakaji was worried about Tsuru's safety, but she refused to retreat, saying there was nowhere safe to go. Tsuru noticed that Little Oars Jr. was larger than any giant. Tsuru used her powers to deal with a number of pirates, and then Sengoku gave her the order to get ready for the next phase of the Marines' plan.


With that, she went back to the plaza behind the Encircling Wall. She left it to the other Marines after Shanks arrived and declared a cease-fire.


One Piece Film: Z


Tsuru attended a meeting with other Marine officers to discuss the threat posed by Z following the destruction of Firs Island. Tsuru reiterated the present regarding Z's prior rank and strength after Borsalino informed Sakazuki of Z's return.


Dressrosa Arc


After Sengoku's victory over the Donquixote Pirates, Tsuru set sail with him. Sengoku spoke with Tsuru about Doflamingo's crew and then offered him some okaki. Tsuru and Sengoku arrived at Dressrosa and met Admiral Fujitora three days after Doflamingo's downfall.


Tsuru questioned Fujitora about his failure to capture Monkey D. Luffy and Trafalgar Law. According to the admiral, the pirates had been fortunate for the past two days, so he based his decision on a dice roll.

After giving Tsuru his dice, Fujitora threatened to pursue the pirates personally if the die rolled a number other than one. The Marines left Dressrosa while escorting Doflamingo after Luffy and his group made their getaway.


Tsuru, who was watching over Doflamingo's cell, let him know that he had lost and then listened to his forecast about when the fight to become the Pirate King would start. Later, in an attempt to save Doflamingo, Jack of the Beasts pirates attacked the Marine convoy. The Marines defeated him despite sinking two of their four ships.

When Tsuru shows up at the Marine Headquarters, she is listening to Brannew's discussion about Douglas Bullet and the circumstances surrounding Delta Island.


Egghead Arc


A few weeks later, Tsuru and Sengoku were reading the news at New Marineford about T Bone's murder at the hands of an unidentified assassin who was paid by the Cross Guild to kill Marines as part of their well-established bounty program.


Both were worried about the threat that regular people and pirates posed to the Marines. To the surprise of Tsuru and Sengoku, Hina then told them that Garp, Kujaku, and SWORD had gone to Hachinosu to rescue Koby.


Personality


Despite her young age, she has significant wisdom as a veteran Marine. She looks to be very up to date; she was aware of who Laffitte was on sight and that Donquixote Doflamingo started the fight between the Marines during the meeting between the Warlord and the Marines, while everyone else believed the two were just teasing each other.


At Marine HQ, when she steps up to fight attacking pirates, she is not above warning the younger marines who show concern for her safety. Then, claiming there is no longer a safe haven in the world for her to run to, she defends her position alongside the other vice admirals on the front lines. Garp claims that despite her rare instances of kindness, she is an empathic woman.


Tsuru follows "Cleansing Justice" or "Clean Justice." The Adventure of Nebulandia special introduced this motto, which the Vivre Card databook confirmed to be canon.


Appearance


Tsuru is an elderly woman with grey hair worn in a bun who is tall and thin. She wears calves-long trousers and an untucked shirt with the sleeves rolled up and a tie around her neck, making her look less formal than the other senior officers.


She has two bracelets on her right wrist alongside her beaded earrings. Her Marine coat has purple epaulets with two white dots on the inside and golden epaulets on the outside. They were the standard blue during the Battle of Edd War.

Even though she was only middle-aged, her skin was already wrinkled at the age of 49. She had dark blue hair that was pulled back into a loose ponytail and a side fringe that framed her face on both sides when she was younger. She was quite attractive. She carried a rifle on her back and was wearing the typical Marine uniform.


Tsuru’s abilities, strengths, and fighting style


Tsuru is a highly renowned Marine, having served as a veteran Vice Admiral in the same generation as Sengoku and Garp. Famous people like Franky and Usopp acknowledge her as a legendary figure. Despite her old age, Tsuru was still able to infuse fear in Doflamingo, who went on to become a very powerful pirate and even became a Warlord of the Sea.


Doflamingo changed his plans to use his powers to become immortal after seeing Tsuru's battleship off the coast of Minion Island, even though he had originally intended to reclaim Law from the custody of the Marines. When Doflamingo's status as a Warlord was stripped from him a few years later, he continued to treat her with dignity.


She also fought alongside Sengoku and Issho as part of Doflamingo's Marine escort against Jack, Emperor Kaidou's right-hand man. Tsuru can identify Laffitte right away and tell Sengoku about his background because he has a thorough understanding of criminals from all over the world. She is present at key gatherings involving the Three Great Powers, including the one to decide who will succeed Crocodile as one of the Seven Warlords of the Sea.


Tsuru served as a well-known staff officer for Fleet Admiral Sengoku prior to his retirement and is regarded as having unparalleled experience and knowledge.

Tsuru ate the Woshu Woshu no Mi which is a Paramecia type of devil fruit. Tsuru is able to literally "wash and hang out to dry" people and objects, transforming them into flat, flexible material similar to fabric. As a result, rivals become immobile, making them useless. It is thought to be a dangerous ability against pirates because this power can also "clean" a limited amount of evil off the victims.

Only Garp and Sengoku address her as Tsuru-chan. When Tsuru learned that Garp and SWORD were travelling to Hachinosu in order to save Koby, she was clearly shocked.


Donquixote Doflamingo


Tsuru has a past with the Donquixote Pirates, having followed them around a lot before Donquixote Doflamingo, the captain of the group, rose to become a Warlord of the Sea. Maintaining an authoritative tone in Doflamingo's presence, Mary Geoise calmly tells him to "be a good boy" and step down after he causes an issue during a Warlords' meeting.


Tsuru took care of Doflamingo until they got to Impel Down after he and his gang had been defeated and taken into custody. Tsuru, meanwhile, asked Doflamingo about the future of the pirate world after his defeat because she thought his knowledge of the underworld might be useful. She did, however, reject Doflamingo's request to have access to Impel Down newspapers.
