"Great Staff Officer" Tsuru is Kujaku's grandmother and a highly esteemed and formidable vice admiral in the Marines. Tsuru is one of the main characters from the time when Gol D. Roger was still alive, along with Kong, Sengoku, Shiki, Silvers Rayleigh, Monkey D. Garp, and Whitebeard.

Tsuru enlisted, the same year as Sengoku and Monkey D. Garp. She told Garp he couldn't borrow a ship since he broke them all the time. Tsuru had a granddaughter, Kujaku, who would grow up to be a Marine Rear Admiral after she had a family of her own at some point in her life.
Tsuru was stationed in the North Blue and she chased the Donquixote Pirates nonstop at that time. Donquixote Doflamingo suspected his younger brother was giving away his crew's location to the Marines when he noticed that her chases stopped after Rosinante had left the crew.
She was stationed at Swallow Island because Rosinante had told her that Doflamingo and his crew would be there three days prior to the scheduled exchange between the Marines and Diez Barrels for the Ope Ope no Mi. Little did she know that Doflamingo and his crew had actually gone to Minion Island.
The Marines scouting Minion Island then got in touch with her, told her about the fire at Barrels' hideout, and gave them instructions to explore the coast without being discovered. Tsuru's ship opened fire on Doflamingo and his crew as they were leaving the island, causing them to escape.
Tsuru attended the gathering of the Seven Warlords of the Sea at Mary Geoise to choose Crocodile's replacement. Vice admirals Mozambia and Stainless were forced to fight by Doflamingo prior to the meeting, but Tsuru saw his potential and told him to stop.
Tsuru recognized Laffitte when he interrupted the meeting and gave Sengoku a brief history of the man.
