Paulie is the Vice President of the Galley-La Company. Before he became the president of the Galley-La Company, he was one of the five Dock One foremen.

A young Paulie was spotted at the Puffing Tom's inauguration on the first day of business. He even rushed after the train when it started its trip, showing how excited he was about the brand-new, great means of transportation. Paulie made the decision to become a shipwright as a result of this event. After joining the Galley-La Company as an adult, he became one of the company's top foremen.
The first time Paulie showed up, he was at Dock 1. Paulie and the other employees of Galley-La fought the pirates after Mikazuki refused to pay for the repairs to his ship. Paulie afterward had to run away from debt collectors. He managed to escape by taking control of the Yagara Bull that the Franky Family was employing to rob the Straw Hats of their cash.
He then attempted to grab the money on his own, but Rob Lucci stopped him. Galley-La refused to fix Going Merry, so Paulie explained that since ships are constructed from the keel up, repairing it would need the construction of an entirely new ship.
Paulie told Nami and Luffy to hide when a world government official showed up, and he questioned what the world Government wanted with Iceburg. Later, when he learned about the attempted murder on Iceburg, he was shocked. With the other foremen of Galley-La, he aggressively drove the media from the Galley-La Headquarters courtyard before looking for and killing the Straw Hats, whom he believed to be guilty of the crime.
They managed to locate Luffy, and Paulie demonstrated his incredible skill with ropes by thrashing him around until Franky broke up the fight with his Coup de Vent, allowing Luffy and Nami to escape. When night fell, the whole Galley-La firm guarded the office as a precaution in case the killer decided to retaliate against Iceburg.
He was instructed by Iceburg to go to his office and fetch a fake Pluton plan. He was about to be assassinated when Luffy crashed into the wall, demonstrating to him that the Straw Hat Crew was not responsible for the attempted assassination. He was then imprisoned alongside Luffy and left to perish. He managed to escape, nevertheless, with Luffy's help, and he rushed to Iceburg's rescue. He learned that Lucci, Kaku, Kalifa, and Blueno were all secret agents of the government. At first shocked, Paulie tried to ignore this information as some sort of misunderstanding.
However, when Lucci revealed that he could speak without Hattori's help and that he would demonstrate his enmity by stepping on Iceburg's face. When Paulie tried to attack his former best friend, Lucc but he was brutally defeated by Rokushiki. Later, in order to go save Nico Robin, he assisted Nami, Chopper, and Luffy.
He attempted to dissuade the crew from pursuing the train transporting Robin by describing the Aqua Laguna phenomena and its disastrous impact on the city as well as how impossible it is to go through it. But the Straw Hats wouldn't hear of it since they were determined to save their crewmate. He ultimately ran with Tilestone and Lulu, and together they hid on the Rocketman to aid the Straw Hats in their mission.
Later, after joining forces with the Franky Family and Straw Hat Pirates, he could be seen on board the Rocketman with the other Galley-La foremen as they made their way to Enies Lobby after passing through Aqua Laguna.
Paulie sketched a map and made plans for how they would get inside as they approached Enies Lobby. When it was finally time to land, Luffy had already flown into Enies Lobby and was wreaking havoc there. Together with the Franky Family and his allies, they attacked the island, and they eventually defeated Oimo and Kashii.
Sodom was shot in the heart and died. They battled the remaining Marines with Lulu and Tilestone on their sides. He secured himself with his own ropes while the Marines secured the others, hoping for a chance to flee when the Buster Call was activated. Battleships opened fire on them as Kashii and Oimo took the victims to the main gates.
They eventually managed to flee until Paulie grabbed them with his rope. They took control of the Puffing Tom and headed back to Water 7. Paulie oversaw the renovation of the Galley-La Company's main offices after the events of Enies Lobby when he and the others all went back to Water 7.
He assisted Franky in constructing a brand-new ship for the Straw Hat Pirates alongside Iceburg, Peepley Lulu, and Tilestone.
Paulie is shown as being closest to Iceburg and is regarded as one of his most trustworthy friends/lieutenants. He has a conservative view on how women dress.
He likes gambling has a lot of debt to pay off and is frequently pursued by debt collectors. Paulie is still a good man, though, and he cares a lot about his friends and mentor.
Paulie has blond hair and is seen wearing a pair of orange goggles which are cracked a bit on the right side. He is very muscular and is seen with a cigar in his mouth. He wears a yellow T-shirt with white concentric circles in the middle, he has a bag that is attached to his belt and wears loose trousers with boots. He is usually seen frowning
Paulie is an excellent shipwright and besides that, he even has great physical fighting capabilities. He is very skilled in using ropes and can be seen using them in combat. He is very resilient and resistant and does not give up during battle even if he is severely wounded. He is very agile and can move past enemies swiftly.
