Ravagers spawn during the third wave of a raid, and up to five Ravagers can spawn in a given raid, though only one typically spawns per wave. In Java Edition, unridden ravagers spawn at wave 3, a ravager ridden by a pillager spawns at wave 5, and a ravager ridden by a vindicator spawns at wave 7.
