Primed TNT is a state in which the TNT block flashes white and explodes shortly after. This state signified that the TNT has been lit, the short duration before it explodes allows players to seek cover and protect themselves.
Players can get primed TNT blocks in two ways. The first is lighting a regular TNT block with the help of redstone, flint & steel, fire charge, etc. After the TNT is activated, it will turn into a primed TNT block. The second method can only be used if cheats and game commands are activated. You can use the in-game command console to summon a primed TNT block as well.
Primed TNT is simply a state in which a TNT block is primed giving players time to move out of its blast radius. It is quite easy to differentiate between a TNT and a primed TNT block as the latter flashes white every now and then.
