Bolingbroke Penitentiary is based on the real-life Victorville Federal Prison in Victorville, California. This prison in the Grand Senora Desert is located on the Los Santos County side of Route 68 and has the shape of an octagon. It is governed by the San Andreas State Prison Authority.
The entrances are patrolled by the Los Santos County Sheriff and the LSPD since this location is within Los Santos County. Officers of the SASPA are also stationed at entrances to prevent break ins or break outs. Around the prison a loud speaker can be heard with quotes that insult the prisoners.
A random encounter in which an escaped prisoner pulls over the player can occur around the prison. The prisoner then points a gun at the player and tells them to get out of their vehicle.

Inside the recreation yard, there is writing on a wall that reads, "Where water meets land and fire once spewed forth, there the infinite 8 shall stay until I return." The message is left by Merle Abrahams, who was obsessed with the number eight and had killed eight people in 1999.
