Oscar Guzman is a Mexican cartel leader and a gunrunner who came up to the north as the competition in the south was too much. He has been doing business in America for around five years. He has avoided making enemies with any of the gangs but is still in competition with the Varrios Los Aztecas.

After the mission Nervous Ron, Trevor can purchase the McKenzie airfield which unlocks the Arms Trafficking missions. Upon purchase of the airfield Oscar appears and talks to Trevor about the arms trafficking business. Trevor can then drop off guns to Oscar’s buyers and get paid for it.
