Summary of the Episode

Vice Admiral Garp, Luffy's grandfather, sets sail in his ship for Scrap Island to capture the Straw Hat Pirates crew. He and his crew are displeased with Fleet Admiral Sengoku's directive to wipe out the Straw Hats at Water 7, but they had little choice because Admiral Aokiji was on board their ship. The Straw Hats departed aboard their new ship, the Thousand Sunny, as the Franky Family bid Franky farewell. As Garp was on the tail, the Straw Hats were forced to set sail without Usopp.

Rewind a few days to the Galley-La Company's headquarters, where Sanji informed Luffy of Usopp's intention to request a reconciliation with the crew. At first, Zoro raises a rebuttal against Luffy's desire to take Usopp back. Especially in light of the duel he engaged in with Luffy over the Going Merry, he claims that Usopp should at the very least offer an apology before making a comeback. Usopp shouldn't have been welcomed back so easily after the duel, according to Zoro, and the outcome must be respected.

Zoro insists that doing so would be an insult to Luffy's authority as captain and that if Luffy allows himself to be treated in that manner, he will leave the crew as he cannot accept anyone walking all over his captain. He claims that they need to stop viewing their lives as pirates as a game and that Usopp needs to learn a lesson about not giving up so quickly. Luffy agrees with Zoro's perspective.

Back in the present, Luffy is disappointed that Usopp is not coming back, but he is confident that they will cross paths again in the future. Meanwhile, Usopp is sprinting across Water 7, anxious to rejoin the crew and confident that they will greet him with open arms. Nami begs Luffy to hold on for a little while longer on the ship, but a cannonball splashing in the ocean indicates that they can't stay any longer and need to get moving. Everyone is shocked that Garp is attacking them.

Garp apologizes for the shift in circumstances, as he had earlier promised that he would allow Luffy and his crew to leave Water 7. Garp then launches cannonballs toward the ship with an attack he calls Genkotsu Meteor which is far more powerful than a cannon. He fires a warning shot, blowing the ship out into the wide sea as it crashes on the coast nearby. The Straw Hats are getting ready to defend themselves as Garp plans to strike Luffy's ship with a barrage of cannonballs.

Chopper sniffs the air and finds Usopp at the shore of Water 7. Usopp makes it to the shore above Scrap Island. Zambai asks as to why he was still here. Usopp notices the new ship as it sails away. Usopp panics since he didn't understand why they left without him after he supported them at Enies Lobby. He finds it hard to believe that even in his Sogeking (Sniper King) disguise, they could not recognize him. He jumps to Scrap Island as soon as the attack starts, running after the ship while they struggle to evade Garp's constant barrage of cannonballs.

In an effort to catch Luffy and the others' attention, Usopp cries out to them. He is still in disbelief that they may have taken his separation from the crew seriously, which is why they are leaving without him. When he arrives at Scrap Island's shore, he begs them to quit playing around and take him with them. Chopper attempts once more to get Luffy and Zoro to listen for Usopp, but they are not able to hear him since they're too busy defending against Garp's attacks. Usopp stares in dread as the ship sails further away from Garp's onslaught. At last, Usopp finally realizes the magnitude of his actions and starts to realize that he may lose something precious to him, his friends.

Usopp shouts to the ship, "I'm sorry," while tears are running down his face. After hearing his apology, Luffy finally stops. Usopp says that he regrets being so pompous and stubborn and that he wishes he could take back the words he said before leaving. He begs the crew to let him rejoin them.

Luffy then stretches his arm toward the shoreline and cries out for Usopp to grab on. As Luffy pulls Usopp back onto the ship with tears rolling down their faces, the rest of the crew is happy to get their friend back, while defending against Garp's barrage of cannonballs. With Usopp back, Luffy gives the order to his crew to defend against the bombardment and sail away, continuing their journey together.
