The player can interact with Jesse at Del Perro Pier, Del Perro where Jesse stands. He can be seen preaching just a little further away from the entrance on the left. When the player comes close to Jesse, they can press the interact button to talk to him. The NPC talks about phrases from the Bible but his ramblings makes no sense. Jesse is unlocked as an actor in Director Mode after the player interacts with him while playing as any protagonist.
Jesse wears a loose full sleeve white garment, a pair of blue jeans with sandals and he also wears a crucifix chain around his neck. He has long hair just like the appearance of Jesus Christ with a beard and mustache.
Jesse is a soapboxer and has no prominent mission appearances. However, he is mentioned by Jimmy De Santa in the mission Reuniting the Family.
