The Surge in GTA V appears to have taken design inspiration from the Chevrolet/Holden Volt hybrid sedan and the front fascia of the Honda Insight. The car's front end features a polymer-finished extender at the bottom, with a narrower center and chrome-finished central grille formation that increases in width with height.
A blue light is present around both grille formations when the car is turned on, and a manufacturer emblem is located between the horizontal light strips.
The headlamp units have inner circular lamps and hexagonal lamps with a bluish appearance forming a half-circumference that surrounds the amber indicators. The car's sides have flared profiles around the wheel arches and prominent formations above the wheelbase line, connecting the fender flares on either side.
The rear end features a protruding lip spoiler, circular red brake lamps, and various smaller hexagonal lamps that follow the upper and side edges of the tail lamp housings. The Surge's interior is comparable to the Dilettante, with ample room and a small dial cluster, and its rim design is the same as the Bullet. The car is painted with a single primary color that also affects the interior stitching.
The Surge in GTA V boasts a commendable top speed, which can be attributed to the robust electric motor propelling the front wheels. The lack of a transmission system allows for a lightning-fast throttle response, giving the Surge a significant advantage in acceleration compared to other vehicles.

Despite being an electric vehicle, the Surge is still susceptible to explosions on impact, much like conventional cars. This implies that the car runs on either a lithium-polymer battery or a fuel cell, both of which can catch fire and explode if severely damaged. Additionally, the Surge operates quietly until it reaches higher speeds, similar to the Dilettante. The front end of the vehicle features a V8 engine cover, adding to its sporty aesthetic.

In the enhanced version, the front passenger door appears to have an oversized portion of one of its dials when viewed from a distance, likely an issue with one of the LOD models. This is best seen on NPC-driven Surges at night.
