Haku is a character from the original Naruto Series that appears very early on. He is a subordinate of Zabuza of the Hidden Mist and is incredibly powerful.
One of the many techniques that Haku possesses is the ability to cast hand signs with just one hand. While Sasuke was fighting Haku, he blocked Haku’s attack with a Kunai. With only one hand free one, Haku starts weaving hand signs with only one hand. Kakashi Hatake, an experienced shinobi, is petrified after seeing this and even said that he had never seen anybody do that before.
The Jutsu that Haku casts while fighting is a Jutsu called ‘A Thousand Needles of Death’. Using this Jutsu raises the water around the target in a circular fashion. It is then shaped into thin needles and then shot at the target at incredibly high speeds.

The origin of this Jutsu is unknown as Haku only appears briefly before he dies. But given the circumstances, this Jutsu is probably a derived, less lethal version of Haku’s Kekkei Genkai which allowed Ice Manipulation.
To manipulate water into the shape of needles, one requires extreme amounts of Chakra control. This is done by passing Chakra through the needles and then shaping it in the form of a needle.
It is also to be noted that Zabuza says that Haku does not intend to kill Sasuke when he shapes these needles into water. This could mean that the water needle version of Thousand Needles of Death is a less lethal version derived from the lethal Kekkei Genkai which Haku used to kill his father.
A Thousand Needles of Death is never again seen in the Naruto series again, due to it being a secret art that belongs to Haku. It is assumed that this jutsu died with him and served its purpose as a weapon for Zabuza.
This move by Haku takes water around him and converts them into needles, making him shoot those needles at the opponent. In the Anime, Sasuke dodges this by applying Chakra to his foot and launching himself upwards.
