After being on the run for many years, Hoki stopped and settled in the Land of Birds. Hoki disguised himself as the high priest Moso to gain favor and deceive the people. He used genjutsu, an illusion technique, to make it appear like he could swallow a sword, creating a fake display of loyalty and supernatural powers. Because of this deception, Hoki was given the important position of Chief Advisor.
However, secretly, Hoki had a sinister plan. He used this position to poison Owashi, the former leader of the Land of Birds, causing his death. This act was done secretly, and the people were unaware of Hoki's true intentions.

When a dangerous situation arose, the disguised Moso sent Chishima to ask for help from the Hidden Leaf Village. The village leaders, including Tsunade, sent Naruto, Neji, and Tenten to assist. Using a special technique, Moso trapped Toki (Sagi's true identity) in the final battle. Just then, Naruto, Neji, Tenten, and Kakashi arrived. Moso escaped with Toki, leaving Hokushin and other Watari Ninjas to fight against the Konoha team.
During the fight, Naruto uses a clever strategy with his water clones to reveal Hokushin's true identity. Chishima got hurt by Hoki, but Naruto defeated Hoki with a powerful attack called Naruto Uzumaki Combo.
