Minato Namikaze aka “The Yellow Flash of the Leaf” was the creator of Rasengan. It’s is a ball of chakra which is held by the user in his/her hand. It does not require any hand seals as it heavily depends on the chakra of the user. Minato was inspired by the Tailed-beast’s beast bombs when he created the Rasengan

Rasengan grants the user shape transformation even if they're not aware of the concept of shape transformation. Thus since Minato was a master of performing jutsu without using hand seals, he created Rasengan which did not require the user to make it with the use of hand seals.
As a Rasengan doesn't need to sustain on chakra, it can last for unlimited amounts of time but it will dissipate if it collides with something, even if it’s an unintended target.
Jiraiya states that a Rasengan is way stronger than a Chidori. Once a Rasengan touches a user, the pressure point of the ball bursts on impact and causes severe injury.
Rasengan requires an immense amount of chakra control to master it, so many ninjas are unable to do it. To learn how to make a Rasengan, these are the steps one should take
Rotation - in this the user learns how to spin their chakra in various directions. The user must be aware of the direction that chakra flows within their body to be able to do this.
Power - the next step, in this the user must increase the volume and density of the chakra they release. This is in order to burst the object that they’re using to practice on.
Containment - the last step consists of the user combining the first two steps and making it into a sphere.
To help with the last step Naruto, and then in the future Konohamaru, uses his shadow clone to help make the sphere shape for the Rasengan.
In this technique, Naruto added his wind nature transformation to his Rasengan which gives it a shuriken structure.
This variation of Rasengan was the first improvisation made by Naruto. He used this in his fight with the Akatsuki. It is just bigger than normal Rasengan and can take someone down with a single hit.
This Rasengan is created by Naruto creating a Rasengan on both of his hands with the help of his shadow clones. This technique is used with the help of sage chakra but it can also be used without it. It was used by Naruto during his fight with Pain.
This Rasengan is accessible to Naruto when he's in Nine-Tails Chakra Mode. In this, he creates a massive Rasengan which is surrounded by several smaller Rasengan that move in a planetary motion.
This Rasengan was developed by Naruto using Kurama's chakra. After he could access Nine tails chakra mode, he can create a Rasengan mixing his chakra and Kurama’s too which is also known as a Tailed Beast bomb. The Tail Beast bomb was what inspired Minato to make the Rasengan in the first place!
Minato Namikaze was the one who created the Rasengan. He created the Rasengan so that he could combine it with his nature, but it was a task that he couldn't fulfill as he passed away. This technique was also one of the reasons why he was considered the most feared shinobi.
Rasengan was taught to Jiraiya by his student who he considered a prodigy. Jiraiya used this jutsu so much that it became his go-to Jutsu. With his skill level, he could magnify the size of the Rasengan according to his liking.
It was revealed in the anime that Kakashi was also able to use the Rasengan. It is unknown how Kakashi learned it but most people suspect that it has to do with his Sharingan, which allows him to copy people's jutsus.
Naruto was taught to use the Rasengan by Jiraiya. This showed us that Jiraiya passed on Minato's legacy to his son. Eventually, Naruto was able to add his nature transformation to his Rasengan which led to him creating the Rasen shuriken. This also showed that he accomplished something that his father wasn't able to!
Naruto taught Konohamaru, who was his apprentice, the Rasengan. We can see Konohamaru use the Rasengan during the Pain arc as well. He also managed to add his wind release nature to his Rasengan and gave birth to “Wind Release Rasengan”.
