The name of the Evil Minister of the Tea Daimyo is unknown as it was never mentioned in the anime series of Naruto. He appeared in Naruto episode: 102, "Mission: Help an Old Friend in the Land of Tea." He was the Minister of the Tea Daimyo but he was on the Wagarashi family side, and he asked Jirocho Wasabi, the leader of the Wasabi Family, to have a race. Whoever wins the race will rule the town for the next four years. The Todoroki Shrine Race was the name given to the event.

The Wagarashi family hired some ninjas to attack the Wasabi family members and because of that, Jirocho requested Tsunade (the Fifth Hokage of the Hidden Leaf village) to send some shinobi to protect Idate Morino, who is the runner from Wasabi's side, to run in the Todoroki Shrine Race. In reply, Tsunade sent Team 7 (Sasuke Uchiha, Naruto Uzumaki and Sakura Haruno) without Kakashi Hatake to protect Idate Morino.

Later, when Idate won the race for the Wasabi family, the Evil Minister opposed it and showed the picture of Naruto carrying Idate, but soon, the Tea Daimyo came and exposed the Evil Minister while showing the picture of him taking a bribe from the Wagarashi Family leader, Jirocho Wasabi. The Tea Daimyo dismissed him as Minister and sent him back to the monastery.

The Evil Minister is cruel and unfair. He wants to make the Wagarashi Family win the Todoroki Shrine race because he took a bribe from them.

The Evil Minister wears a black cup-like cap attached to his chin with a white string coming from both sides of the cap. He is an old man who has gray hair and a small gray square-cut mustache. He wears red and yellow clothes.
