Tenji in Naruto

Tenji served the emperor of the Land of Ancestors and that was when he first met Kaguya Otsutsuki. This was when his land was at war with the Land of That over land ownership. Unlike the residents of the Land of That and his followers, Tenji desired peace and tried to avoid direct confrontation with his opponents in order to avoid a war. He wanted peaceful negotiations and an alliance with them.

When he met Kaguya, he was stunned at the fact that she came 'from the stars' and he took an immediate interest in her as she shared his desire for peace. He allowed her to live on his land and eventually fell in love with her. They became lovers and rumors of their relationship reached the Land of That. His devotion to Kaguya's cause for peace caused him to threaten his followers with death if they dared to disrupt the peace of the Land of That.

After Suzaku, the minister of the Land of That, tried to kidnap Kaguya, she killed many of his soldiers in self defense. Tenji was scared of Kaguya's god-like powers and decided to betray her in order to prevent a war from breaking out. However, when the two sides attempt to capture Kaguya, she eats the fruit of the God Tree and with her newly gained powers she casts Infinite Tsukuyomi. Tenji fell victim to the genjutsu and when he asked Kaguya what she was, he was unaware that she was pregnant with his children.

As an emperor, Tenji was an honorable and kind-hearted person who cared a lot about his land and his people. He was a seeker of peace and was willing to do anything to avoid violence and death, he always preferred peaceful negotiations. He didn't have any disdain towards his enemies even when the Land of That tried to steal property from them. Tenji loved Kaguya a lot and was very protective of her as they wanted a peaceful world. However, his love for peace was more than his love for Kaguya as he was willing to betray her or have her killed if it meant preventing a war.
