Victor’s Background

During the Fourth Great Shinobi War, Victor was a part of the Allied Shinobi Forces. However, his participation came at a great cost, as he lost his right leg and right eye in the intense battles that took place. After the Allied Shinobi Forces emerged victorious, Victor seized an opportunity to secretly collect fragments from the dead God Tree, a powerful entity that possessed immense chakra.

Following the war, Victor returned to the Land of Valleys and dedicated several years to establishing a prominent medical care and research company. However, his motivations went beyond just providing healthcare services. Victor had a strong desire for power, restoration of his damaged body, and even immortality. These ambitions led him to join the secretive organization known as Kara.

Deepa, another member of Kara, suggests that Victor's position as an Inner within the organization was primarily due to a substantial donation made by his medical company. This implies that financial support played a significant role in his ascent within Kara's ranks.

In his pursuit of longevity, Victor acquired a cursed seal, hoping it would help sustain his failing health. However, the more he exerted himself, the worse his condition became, further jeopardizing his well-being.

At a certain point in the past, Victor took on the responsibility of recruiting the ex-Kirigakure (Hidden Mist Village) shinobi Ao as an Outer for Kara. Ao had suffered debilitating injuries that prevented him from resuming his life as a shinobi. Victor's offer provided Ao with a new sense of purpose, aligning with Kara's goals and granting him an opportunity for redemption.

With the realization that time was running out and fearing that his death might precede the fulfillment of Kara's plans, Victor conspired with Deepa. Their plot involved diverting resources from the organization to accelerate the creation of their own artificial God Tree, a significant undertaking aimed at acquiring immense power.

Kara Actuation Arc

In the anime, Victor was present during a meeting called by Jigen, the leader of Kara. Jigen informed the Inners about the destruction of one of their facilities in Amegakure, caused by an Outer. During the meeting, Jigen cast a suspicious look towards Victor, who returned the gesture with a frown but quickly dismissed it as inconsequential.

Meanwhile, Victor's company experienced the sudden disappearance of a research team. To investigate the matter, Victor disguised his actions as a vacation and assembled a search party. After an extensive search, they discovered that some of the researchers had been killed. Their investigation led them to encounter Team 7 from Konohagakure (Hidden Leaf Village), who revealed that the wife of one of the missing researchers, named Anato, had hired them to assist in finding him. Victor decided to join forces with Team 7 to uncover the truth.

With new information provided by Anato's wife, they eventually discovered a cave that held the key to their search. Inside the cave, they encountered Anato, whose body had been grotesquely altered, turning him into a mindless berserker. Anato viciously attacked them, posing a significant threat to their lives.

After a fierce battle, Victor, the mastermind behind the devious plan, commanded his loyal men to strike down Anato. Despite their valiant efforts, Anato was gravely injured and in dire need of medical attention. Realizing the potential value of Anato's body, Victor made a promise to the Konoha shinobi squad that his research staff would use their expertise to treat Anato's injuries. With this assurance, the Konoha shinobi squad reluctantly accepted their mission as completed and began their journey back to Konohagakure.

Meanwhile, at his secluded research headquarters, Victor wasted no time in subjecting Anato's body to thorough analysis. He was particularly interested in a special component that he believed resided within Anato. However, his hopes were soon shattered when he discovered that harvesting this component from Anato's body was not possible. Frustrated and infuriated by this revelation, Victor's anger surged, and he swiftly issued a ruthless order to have Anato killed.

As the situation unfolded, Victor received a notification informing him that one of his researchers was still missing. This news piqued his curiosity and intensified his determination to uncover the truth. Soon enough, Victor learned of an alarming development—the Hashirama Cell, a highly sought-after and powerful biological resource, had been sold in the Land of Silence. Recognizing the immense value of this discovery, Victor knew that obtaining the Hashirama Cell was crucial for the advancement of his research. In a calculated move, he decided to enlist the services of Deepa, a formidable ally with exceptional combat skills, to retrieve the coveted cell.

Aware of the delicate nature of the mission, Victor stressed the need for utmost secrecy to Deepa. He emphasized the importance of remaining covert throughout the operation. However, Deepa, known for his unpredictable and reckless nature, disregarded Victor's instructions.

As Deepa's mission in the Land of Silence prolonged, Victor grew increasingly impatient and concerned about the attention their activities were drawing. Determined to maintain control of the situation, he made his way to Deepa's location, where the latter was engaged in a standoff with the Konoha ninjas. The sight of their impending clash revealed Victor's unexpected alliance with Deepa, catching the Konoha-nin off guard.

Taking advantage of the chaotic situation, Victor decided to personally confront the two experienced jonin, Konohamaru Sarutobi and Mugino, while assigning Deepa the task of dealing with the less experienced genin. In a display of his formidable abilities, Victor unleashed his unique powers, overwhelming Konohamaru and Mugino with his sheer strength and skill. The Konoha-nin struggled to match his relentless assault as Victor's every move seemed calculated and devastating.

However, amidst the intensity of their battle, Victor's acute perception caught wind of an unusual commotion emanating from Deepa's engagement with the genin. Intrigued and realizing the potential significance of the disturbance, Victor chose to temporarily divert his attention from the jonin and investigate the situation unfolding nearby.

To his dismay, Victor discovered that the genin had managed to escape Deepa's clutches. Despite this setback, there was a silver lining—Deepa had successfully secured the highly coveted Hashirama Cell. Understanding the immense value of this acquisition for his research, Victor deemed the escape of the Konoha genin a lesser concern in comparison.

Making a calculated decision, Victor decided to prioritize the retrieval of Deepa and the Hashirama Cell, believing that the Konoha-nin were no longer significant obstacles. With a sense of purpose and a renewed focus on his ultimate goals, Victor and Deepa returned to their research laboratory.

After their heated argument regarding their positions within Kara, Victor returned to his laboratory with a determined mindset. His first order of business was to stabilize the valuable Hashirama Cell he had obtained. Recognizing the need for another crucial item, Victor assigned Deepa the task of retrieving it, trusting his ally's capabilities.

Days passed, and unexpected visitors arrived at Victor's company—Konohamaru and Mugino. Suspicion hung in the air as discussions centered around the Hashirama Cell. Tensions escalated, but Victor astutely pointed out that forcing the issue could potentially spark a diplomatic incident, an outcome neither side desired. Thus, he swiftly had the Konoha jōnin escorted out, maintaining a facade of civility while protecting his own interests.

Meanwhile, Deepa made his return to Victor's company, paying no mind to stealth or discretion. He stormed through the front entrance, ruthlessly striking down anyone who dared impede his progress. Victor's frustration with Deepa's reckless behavior grew further, his annoyance evident as he observed the chaotic scene unfolding before him.

To Victor's dismay, he learned that Deepa's mission to recover one of Urashiki Otsutsuki's puppets had ended in failure. This only served to exacerbate his annoyance, as Deepa's lack of restraint and inability to accomplish the assigned task continued to undermine their shared goals. In need of some respite, Deepa casually decided to take a nap while Victor focused on an impending inspection from the daimyō of the Land of Valleys.

Amidst the mounting tension and frustrations, Victor reiterated to Deepa the significance of their ongoing experiment, reminding him that they were rapidly approaching its final stage. The weight of their ambitions hung heavy in the air as Victor prepared to showcase their progress to the scrutinizing eyes of the Land of Valleys' daimyo, hoping that their efforts would not only impress but also solidify their positions within Kara.

As the anticipated moment arrived, the daimyo, accompanied by his retinue of guards, arrived at Victor's laboratory for the scheduled inspection. Following the established protocol, they were guided into the central laboratory, where they underwent a process of sterilization. Unbeknownst to them, this seemingly innocuous procedure was merely a smokescreen for Victor's sinister intentions.

Once inside the central laboratory, Victor unveiled his carefully orchestrated illusion. He presented the daimyō with a group of individuals seemingly in stasis, each suffering from supposedly incurable ailments. He cunningly portrayed them as his subjects, undergoing treatment for their illnesses. The daimyō, impressed by the apparent progress and the prospect of saving lives, observed with hopeful anticipation.

However, the daimyō's world suddenly shattered when the genjutsu that Victor had cast during the so-called "sterilization" process was unexpectedly dispelled. The individuals in stasis were revealed to be unwitting victims, used as nourishment for Victor's true, horrifying project. The guards accompanying the daimyō then revealed their true identities—Konohamaru and Mugino, who had infiltrated the laboratory disguised as guards. Seizing the opportunity, they swiftly subdued Victor and began explaining the treacherous reality that lay beneath his facade.

Although initially consumed by shame for his blindness to Victor's deceit, the daimyō quickly recognized the gravity of the situation. With a newfound determination to rectify his mistakes, he agreed to grant the Konoha-nin the authority and freedom to act as needed in order to neutralize the threat posed by Victor.

However, before the full extent of their plan could be carried out, Victor activated his ultimate experiment, revealing an artificial God Tree that emerged menacingly within the laboratory. Its insidious branches began to envelop and consume everything in its path, indiscriminately targeting both innocent victims and potential witnesses.

Seizing the opportunity to escape, Victor, accompanied by his loyal secretary, made a hasty retreat from the laboratory, leaving chaos and destruction in their wake. As the situation escalated, the fate of the laboratory and the lives within it hung in the balance, with the Konoha-nin now faced with the daunting task of stopping Victor's artificial God Tree and preventing further devastation.

After sending Mugino to ensure the safety of the daimyō and engaging in a tense confrontation with Konohamaru, Victor found himself unexpectedly joined by Boruto Uzumaki and Sarada Uchiha, who had coincidentally arrived at the scene. Seizing the opportunity to further his twisted agenda, Victor revealed the origins of the newly harvested God Tree—derived from the remnants of the one left behind from the Fourth Great Shinobi War. He displayed a sickening delight as he witnessed the carnage unfolding around him and eagerly anticipated the production of the Chakra Fruit.

Amidst the chaos, Victor cunningly separated the genin from their sensei, rupturing the ground beneath them and causing them to fall into the depths below. Faced with Konohamaru alone, he continued to apply pressure, attempting to break the jōnin's resolve. However, Konohamaru, fueled by a sense of righteousness, voiced his disgust at Victor's shameless manipulations and the sacrificial nature of his actions. In response, Victor callously countered that survival itself necessitates the exploitation of others.

Suddenly, an unexpected figure arrived on the scene—Orochimaru, the legendary Sannin. Orochimaru expressed his anger towards Victor for stealing the Hashirama Cell from one of his own laboratories. Fearless and undeterred, Victor refused to cower before the Sannin and launched an attack. However, Orochimaru calmly repelled Victor's every effort, effortlessly showcasing his superior skills and power. As the confrontation unfolded, Victor, driven by an insatiable thirst for power, resolved to seize the Chakra Fruit from the God Tree. But to his horror, the very tree that had enthralled him ensnared him like all the other victims. With a calm demeanor, Orochimaru enlightened Victor, explaining that his recreated God Tree was nothing more than a crude imitation, incapable of producing the coveted Chakra Fruit. Victor stood frozen in shock, his illusions of grandeur shattered before his eyes.

Having barely survived the destruction caused by the God Tree and facing the loss of his company, Victor found himself in a private meeting with Jigen. In a desperate bid to save himself, he shifted the blame onto the deceased Deepa, portraying him as the sole mastermind behind the failed plot. Although Victor managed to escape severe consequences, he was left with a stern warning from Jigen. Left with no other options, Victor realized that the only course of action remaining was to steal the "Vessel."

Ao Arc

In the anime, as Victor's body reached its limits, he reluctantly sought the assistance of Amado, realizing he needed help to overcome the consequences of his prolonged usage of the cursed seal. Upon analyzing Victor's condition, Amado revealed that the extended use of the cursed seal, exacerbated by Victor's repeated utilization of his healing powers, had led to a steady deterioration of his body. However, Victor adamantly refused to allow Amado to conduct any further experiments on him, driven by his fear that his contributions to Kara would be in vain if he were to die before their plans came to fruition.

Frustrated and desperate, Victor expressed his anger and resentment, grappling with the looming possibility of his own demise. Suddenly, his body succumbed to a seizure, leaving him incapacitated. Amado swiftly intervened, stabilizing Victor's condition and providing much-needed assistance.

During Amado's absence, Delta, another member of Kara, summoned him urgently. Taking advantage of this momentary solitude, Victor cleverly feigned a seizure by administering drugs earlier. He skillfully deceived those around him, allowing them to believe that his condition had worsened. While appearing incapacitated, he activated a drone programmed to infiltrate the main room of Kara's facilities, intending to steal the organization's highly sought-after "Vessel" for his personal use.

As events unfolded, Victor learned that the "Vessel" was already in Phase 3 of Kara's plans. Recognizing the value of the organization's files, he successfully downloaded a copy of all their crucial information. With newfound knowledge and leverage, he approached Jigen and Amado, pretending to have overheard their discussions regarding a field test for the "Vessel." In a strategic move, Victor offered his newly acquired stealth blimp as a valuable asset to aid in the operation. Despite their reservations, Jigen and Amado accepted.

However, unbeknownst to Jigen and Amado, Victor had hacked the blimp's system, secretly gaining control over its destination. With a hidden agenda in mind, he aimed to manipulate the situation to his advantage. Unfortunately for Victor, an unforeseen malfunction occurred, causing the blimp to crash.

Later, Victor was among the attendees at a crucial meeting convened by Jigen, where the pressing matter of the missing "Vessel" was the primary topic of discussion. As Jigen dispelled the genjutsu that veiled the room, he made it clear that the recovery of the "Vessel" was of utmost importance, emphasizing the need to spare no effort in retrieving it.

Following the conclusion of the meeting, Victor made his way to his secret safe, where he had stored the stolen data obtained from Kara. With a sense of anticipation, he prepared himself for the next phase of his own clandestine plans, knowing that the information he possessed held significant value and potential for his personal ambitions.

However, before Victor could set his plans in motion, he was abruptly confronted by an unexpected presence. Kashin Koji had located Victor's whereabouts and had infiltrated his sanctuary, intent on assassinating him. Despite attempting to mount a counterattack, Victor found himself swiftly overpowered by Koji's formidable skills. With ruthless efficiency, Koji unleashed the True Fire of Samadhi technique, overpowering Victor and disposing of him.

Victor’s Personality

In the anime, Victor's initial portrayal depicted him as a man of remarkable humility and compassion, shaped by the harrowing experiences and losses of war. As a result of witnessing the horrors and devastation firsthand, he developed a profound appreciation for the value of life in all its forms. Driven by his deep-seated care for others, he dedicated his time and resources to establishing a medical care company with a noble vision—to provide healing and aid to people from all walks of life, irrespective of their status or wealth. His heartfelt goal was to revolutionize medical care, striving not only to restore damaged or lost anatomy but also to extend the longevity of individuals. He genuinely valued his clients and even participated in search parties to ensure their well-being.

However, beneath this altruistic facade, Victor's true nature lurked—a self-serving individual who placed his own success above all else. His ultimate objectives were to restore his failing physical health and attain eternal life, and he proved himself willing to sacrifice countless lives to achieve power. He subscribed to a Darwinian ideology, considering it a survival-of-the-fittest mentality, drawing parallels to how the Five Great Nations had exploited smaller nations in the past.

Within Kara, Victor's impatience and a quick temper were readily apparent as he lashed out at his colleagues when his judgment was questioned. Arrogant and reckless in his pursuits, he often neglected thorough research before advancing in his developments.

Victor harbored a strong aversion to being compared to Deepa in terms of trustworthiness within the organization, even threatening him with death for insinuating that Victor had used bribes to secure his position as an Inner. Furthermore, he exhibited a profound sense of entitlement, covertly utilizing Kara's vast resources for his personal goals and shifting blame onto his deceased colleague to escape retribution.

Ultimately, Victor's loyalty extended solely to himself, as evidenced by his decision to undermine Kara's plans and seize control of their pivotal tool to gain leverage over them. Even in his advanced age, he remained a proud and headstrong individual, unafraid to confront Koji in battle. This stark dichotomy between Victor's initial portrayal as a compassionate healer and his true nature as a self-serving and manipulative individual showcases the depths of his character's complexity.

His distinctive appearance included a black eye patch that concealed his right eye, which was also missing an eyebrow. Adding to his enigmatic persona, Victor adorned his body with bandages, wrapped around his waist and ankles, signifying a history of battles and hardships.

As a member of Kara, Victor donned the customary attire of the organization. He wore a long-sleeved black shirt and matching pants, along with sandals that provided comfort and mobility. Over his outfit, he draped a black cloak, a symbol of his affiliation with Kara, which featured a button fastening at the front. On his left temple, Victor proudly displayed a tattoo depicting the Roman numeral "Ⅴ," representing his status within the clandestine organization.

During his role as the president of his medical company, Victor's attire took on a different aesthetic. He was seen wearing a long, ankle-length dark gray kimono adorned with subtle yellow accents, exuding an air of elegance and sophistication. To complement his ensemble, he donned a black cape, adding a touch of grandeur to his appearance. A top hat completed his attire, further emphasizing his position of authority and stature.

In an effort to conceal his true identity, Victor took measures to cover up the distinctive Roman numeral tattoo on his face while fulfilling his role within the medical company.

Victor’s Abilities

Despite his advanced age and physical limitations, Victor, as an Inner of Kara, possessed an awe-inspiring level of power and ability that surpassed the boundaries of normal human capabilities. Through the modifications made to his body by Amado using Scientific Ninja Tools, Victor became a truly monstrous force to be reckoned with. His superhuman abilities were widely acknowledged and instilled fear in those who witnessed them.

In the anime, Victor demonstrated his formidable prowess by calmly repelling the combined efforts of two highly skilled jōnin from Konohagakure, showcasing his dominance in battle. His extraordinary skills even allowed him to hold his own against Orochimaru, one of the legendary Sannin, a testament to his immense power. Orochimaru himself recognized Victor's unwavering determination and resilience, acknowledging his formidable nature

Despite his peg leg, which would seemingly impose limitations on his mobility, Victor defied expectations by displaying deceptive speed. He possessed the ability to swiftly blitz his opponents in an instant, catching them off guard with his agility. Additionally, Victor showcased remarkable taijutsu prowess, using his cane with precision and skill to expertly fend off his opponents' assaults, further enhancing his combat capabilities.

The combination of Victor's enhanced physical attributes, his uncanny speed, and his mastery of taijutsu made him a fearsome adversary in battle, capable of overwhelming even the most skilled opponents. His monstrous power and ability were a testament to the extent of his modifications and the sheer determination that drove him to become an unstoppable force within Kara.

Intelligence

In the anime, Victor was portrayed as an exceptionally intelligent individual, possessing a remarkable combination of business acumen and scientific expertise. His brilliant mind allowed him to establish and lead a highly successful company, leveraging cutting-edge technology and innovative ideas. Through his scientific prowess, Victor demonstrated his ability to manipulate and stabilize the renowned cells of Hashirama Senju, a feat that enabled him to create an artificial God Tree for his own experiments.

Victor's cunning and manipulative nature was evident in his actions. He skillfully deceived an entire nation, convincing them of his honorable and selfless persona, while secretly pursuing his immoral experiments. His ability to operate covertly and maintain a facade of righteousness showcased his aptitude for manipulation and deceit.

As both a businessman and a scientist, Victor possessed a deep understanding of the intricacies of science and technology. His revolutionary advancements and the successful establishment of his company were a testament to his exceptional intellect and entrepreneurial skills. With his vast knowledge and expertise, he pushed the boundaries of scientific research, exploring new possibilities and delving into uncharted territories.

Ninjutsu

Victor possessed an extraordinary regenerative ability that granted him immense resilience and durability. In the anime, his regenerative powers were depicted as incredibly potent. He displayed the capability to instantly regenerate severed limbs, including his arms and even his head, without showing any signs of distress or pain.

Moreover, Victor possessed a unique method of manipulating his severed limbs. In the event of his limbs being severed, he could control their movements and retrieve them using his blood as tendrils, allowing him to reattach and reconnect them to his body. This exceptional control over his severed limbs demonstrated Victor's mastery over his regenerative abilities and his resourcefulness in battle. Furthermore, Victor exhibited the ability to manifest two additional giant arms, which could assist him in combat. These additional arms possessed the dexterity to perform hand seals, enabling them to unleash jutsu under his command.

However, it is important to note that Victor's regenerative abilities came at a cost. In the anime, it was revealed that he had applied a cursed seal on himself, utilizing Juinjutsu (Cursed Mark Jutsu), to prolong his life. The cursed seal served to extend his lifespan, but its usage took a toll on his health and physical form. Each time he utilized his regenerative powers, his cursed seal would further deteriorate his well-being, leading to the permanent loss of his right eye and leg. The strain caused by excessive usage of his regenerative abilities left him profoundly weakened and drained.

Nature Transformation

In the anime, Victor possessed exceptional mastery over the five basic nature transformations, making him one of the few shinobi capable of utilizing all of them. His proficiency in each element allowed him to exhibit a diverse range of techniques and combat styles.

With Wind Release, Victor could generate powerful twisters, utilizing the swirling winds to attack his opponents with formidable force. The destructive nature of these twisters demonstrated his skill in manipulating wind chakra to create devastating offensive capabilities.

His Lightning Release abilities enabled him to conjure lightning bolts, harnessing the electrical energy to strike his adversaries with swift and lethal precision. Additionally, he could infuse his strikes with lightning chakra, amplifying their power and impact.

Through his command over Earth Release, Victor could rupture the ground and manipulate earth-based materials to his advantage. This included creating massive waves of dust, disorienting his opponents, and providing opportunities for strategic maneuvers.

With Water Release, he demonstrated defensive capabilities by creating sturdy water walls, acting as shields against incoming attacks. This mastery over water chakra allowed him to manifest defensive barriers with remarkable stability.

Furthermore, Victor exhibited proficiency in Fire Release, unleashing multiple fiery blasts that engulfed his targets in intense flames.

In addition to the five basic nature transformations, Victor also showcased his proficiency in Yin Release, a specialized form of chakra manipulation. Like most of Kara's members, he could project a realistic image of himself to communicate with others from a distance, utilizing this technique to establish remote communication and strategize without physically being present.

In addition to the Boruto manga and its anime adaptation, Victor also appears in a video game titled Naruto x Boruto: Ninja Voltage.
